Multiple attribute decision making is an important research direction in the field of modern decision analysis.It has been widely used to solve many practical problems in society,economy and management.When dealing with practical decision making problems,because of the complexity and uncertainty of the decision making environment and the limited knowledge and skills as well as the differences in decision making thinking of the decision maker,it is difficult for people to achieve effective quantification when making decisions.Many people use fuzzy linguistic like "good","fair","poor" to flexibly express personal decision making opinions.Therefore,the study of multiple attribute decision making problems in the form of fuzzy linguistic of decision attribute values has important research value in reality.As an important part of multiple attribute decision making,multiple attribute decision making with hesitant fuzzy and uncertain linguistic as decision environment has been widely applied to all walks of life.With the sustained development and progress of society,the pace of urbanization in our country is getting more and more rapidly,and the problem of urban infrastructure construction has also become increasingly prominent.Among them,as an important part of the socio-economic development and urban life,the construction of urban underground comprehensive pipe gallery has increasingly attracted people's attention.In January 2015,the Ministry of Housing,Development and Reform Commission,the Ministry of Finance,and other five departments jointly issued a circular calling for a nationwide survey of integrated underground management corridors in cities,after which it was decided that the central government would support the pilot work of underground integrated management corridors and to give special funds subsidies to the pilot cities.Due to the large number of construction projects,wide social influence,huge investment,high construction level requirements and complicated management of urban underground comprehensive pipeline corridors,there is an uncertain construction risk for the construction of urban underground comprehensive pipeline corridors.How to find a scientific,reasonable and effective risk assessment method for urban underground comprehensive pipeline construction,and thus serve the pilot work of urban underground comprehensive pipeline corridor construction will become a significant research topic.By consulting a large number of literatures on the construction and risk assessment of urban underground integrated pipe gallery,I summarized the domestic and foreign research on the construction of urban underground integrated pipe corridor and the field of risk assessment at present.According to the characteristics of the construction of urban underground comprehensive pipe gallery and the actual development situation of our country,using hesitant fuzzy uncertain linguistic as the evaluation value of decision making and the maximum deviation method to determine the risk assessment indicators and expert's weight information involved in the assessment process to conduct the city underground comprehensive pipeline corridor construction pilot cities Construction risk assessment,and using the TOPSIS method to conduct a comprehensive assessment of the pilot cities,and then select the most suitable city as a pilot city for the construction of underground comprehensive pipeline corridors.The specific research work is as follows:(1)Analyzed the domestic and international research situation in the field of underground comprehensive pipe corridor construction and risk assessment,and the actual situation of China's urbanization development,and explained the significance and value of risk assessment for urban underground comprehensive pipeline corridor construction.(2)In order to solve the major problems faced by the construction of urban underground comprehensive pipeline corridors,four levels of government policy support,financial support and management,construction technology and management,and social impact were constructed to serve as an evaluation system for risk assessment indicators.(3)The hesitant fuzzy uncertain linguistic set theory and multiple attribute group decision making problems are studied.A multiple attribute group decision making TOPSIS method based on Shapley Choquet integrals is proposed.Based on this,the construction risk assessment of urban underground comprehensive corridors is carried out.(4)Taking Jiangxi Province as an example,the effectiveness and rationality of the risk assessment method proposed in this paper are analyzed and illustrated and the effective conclusions are obtained.It provides scientific and reasonable decision support for national or local pilot construction of urban comprehensive pipe gallery.
