| Urban economic transformation has always been a hot issue in academic research.Due to its special development background and development model,the old industrial bases are more susceptible to the impact of resource depletion,industrial technology aging and financial crisis,causing the regional economic recession.The region is confronted with enormous economic transformation pressure.As one of China's traditional industrial bases,Liaoning has backward institutional mechanisms,rigid industrial structure and serious path dependence.With the transformation of the country's economic development mode and the intensification of resource depletion,the economic development of Liaoning old industrial base had been severely constrained.Since 2013,the economic “cliff-like drop” had once again triggered the attention of academics and political circles.Liaoning old industrial base urgently needs to transform urban economy to restore economic development.The theory of regional economic resilience is used to explain why some regions can actively respond to shocks and achieve sustainable economic development,while others are seriously affected by shocks and enter the recession trajectory.Regional economic resilience provides a new research perspective for analyzing regional responses to uncertain shocks,restoring original paths or creating new development paths.Applying the theory of regional economic resilience to the study of urban economic transformation in old industrial bases,broadening the application field of regional economic resilience theory,and providing new theoretical guidance for the economic transformation of old industrial bases.The paper analyzed the regional economic resilience characteristics and evolution process of Liaoning old industrial base,constructed the mechanism model of regional economic resilience to urban economic transformation,evaluated the economic transformation effect of Liaoning old industrial base,and finally predicted the economic transformation trend of old industrial base.The countermeasures for the improvement of regional economic resilience and urban economic transformation effect were put forward.The main research contents of the paper include:1.Based on the existing research on resilience,regional economic resilience and urban economic transformation,the paper summarized the conceptual connotation,research progress and relevant theoretical basis of regional economic resilience and urban economic transformation.The paper argued that regional economic resilience is the resistance of regional economic systems in the face of market,environmental and other shocks or the ability to quickly restore the pre-impact development path or shift to a better development path by adjusting,adapting and transforming Urban economic transformation is a comprehensive and complex process,which includes the adjustment and upgrading of urban industrial structure,organization and technology.It is the transformation of institutional mechanism and economic growth mode,and the synchronous development of economy,society and ecological environment.The paper reviewed the evolution of the concept of resilience from engineering resilience to ecological resilience to evolutionary resilience,and summarized the theoretical basis of regional economic resilience theory,industrial life cycle theory,industrial structure evolution theory and innovation theory.2.Based on the concept of regional economic resilience,the paper analyzed and evaluated the regional economic resilience characteristics and mechanism of Liaoning Province in the face of short-term shocks.The regional economic resilience was measured by resistance and recoverability index,and the resistance index reflects the degree of resistance of the regional economic system in the face of shocks,recoverability index reflects the ability of the regional economic system to recover economic development after shocks.The results showed that,Liaoning old industrial base had low resistance to short-term shocks from 1992 to 2015,the resistance of the secondary and tertiary industries was low,and the recoverability of service industry was weak.The paper divided regional economic resilience into industrial structure and regional competitiveness through the shift-share model,and found that industrial structure and regional competitiveness played an important role in regional economic resilience.Regional economic resilience was mainly determined by regional competitiveness.The competitiveness of the secondary industry was low,and the internal structural imbalance and low competitiveness of the tertiary industry had long existed,which limited the regional economy resilience.Based on the spatial econometric model,the paper analyzed the influencing factors of regional economic resilience.The results showed that the government support,technological innovation level and economic structure diversity had significant promoting effects on the improvement of regional economic resilience in Liaoning Province.The high proportion of secondary industry and the current economic development model had negative effects on regional economic resilience.The regional economic resilience of Liaoning Province had significant spatial correlation,and the improvement of the economic resilience of adjacent areas will limit the level of regional economic resilience.3.The analysis framework of regional economic resilience under long-term disturbance situation was constructed,and the evolution process and stages of regional economic resilience of Liaoning Province were analyzed.The paper constructed an index system of regional economic resilience from two dimensions of vulnerabilityresistance and adaptability-transformation,and dynamically measured the regional economic resilience of Liaoning Province,and divided the evolution stages of regional economic resilience according to the adaptive cycle model.Vulnerability-resistance mainly refers to the degree of resistance of the economic system to shocks.Adaptability-transformation mainly represents the ability of the region to adapt to the changes caused by shocks to restore development or create new development paths through shocks.The study found that the evolution process of regional economic resilience of Liaoning old industrial base in response to long-term disturbance can be divided into four stages.It was the release-restructuring period from 2003 to 2005,the restructuring-development period from 2005 to 2009,development-maintenance period from 2009 to 2012,and maintenance-release period from 2012-2015.The low level of regional economic resilience in Liaoning Province was mainly attributed to the low level of vulnerability-resistance and adaptability-transformation.The regional economic resilience was mainly determined by the vulnerability-resistance.4.Based on the connotation of regional economic resilience and related theories,the paper constructed a function model of regional economic resilience on urban economic transformation,summarized the two forms of industrial structure diversity and path dependence,and explored the mechanism of different stages of regional economic resilience in economic transformation.The paper argued that regional economic resilience can affect the process of regional economic transformation through two key processes: vulnerability-resistance and adaptability-transformation.Vulnerability-resistance was the guarantee of regional economic transformation and maintained the normal operation of regional economic transformation process.Adaptability-transformation was the driving force of regional economic transformation and can promote the transformation of regional economic development mode.Diversified industrial structure can enhance the adaptability and innovation of the system and provide opportunities and powers for regional economic transformation.Positive path dependence promoted regional economic transformation,while negative path dependence hindered regional economic transformation.The stage of restructuring and development stage can improve the effect of regional economic transformation,and the stage of maintenance restricted the effect of regional economic transformation.The stage of release provided the possibility for a new round of regional economic transformation.5.Based on the theoretical and empirical research of regional economic resilience,the paper constructed the evaluation index system of urban economic transformation in Liaoning Province from economy,society and environment dimensions.The paper dynamically evaluated the effect of urban economic transformation,and divided the transformation stages according to the process of regional economic resilience and analyzed the characteristics of urban economic transformation in different stages.The study found that the economic transformation process in Liaoning Province showed periodic characteristics,which mainly experienced the fluctuation period between 2003 and 2005,the fluctuation rising period between 2005 and 2009,the promotion period during 2009-2015,and the decline period form 2012 to 2015.The social dimension transformation of Liaoning Province had the highest effect,followed by the economic dimension and finally the environmental dimension.During the period of releaserestructuring in the evolution of regional economic resilience,the urban economic transformation process presented fluctuation characteristics,and the restructuringdevelopment period promoted the improvement of the urban economic transformation effect.The period of development-maintenance promoted the effect of urban economic transformation rapidly,and the maintenance-release period limited the process of urban economic transformation.6.According to the empirical analysis results of regional economic resilience and urban economic transformation,the paper predicted the trend of urban economic transformation in Liaoning Province,and explored the strategy of enhancing regional economic resilience in view of short-term shocks and long-term disturbances,and put forward the development countermeasures of urban economic transformation.The paper believed that the economic transformation of Liaoning Province will enter the release-restructuring stage and will open a new round of urban economic transformation.In response to short-term shocks,Liaoning old industrial base should improve its resistance and recoverability,adjust its industrial structure,and change its development model.The regional system should enhance regional innovation ability,diversification level of economic structure,and policy support.Give full play to the role of "feeding back" of the central city.In response to long-term disturbances,Liaoning old industrial base should accelerate its vulnerability-resistance and adaptability-transformation,the reigon should seize the opportunity to break the original path,and restructure the resources released by the system,and create a new development path.In order to improve the effect of urban economic transformation,the region need to pay attention to the synchronous transformation of economic,social and environmental dimensions,and take corresponding measures to promote the effect of urban economic transformation according to the evolution stage characteristics of regional economic resilience. |
