Research On The Impact Of China's Regional Innovative Milieu On Industrial Structure Upgrading

The upgrading of industrial structure directly affects the development of economy,while the regional innovative milieu has a crucial impact on the upgrading of industrial structure.The wide difference in the industrial structure upgrading between regions is a typical fact of economic development in the past 40 years of China's reform and opening up.By sorting out the evaluation of the industrial structure upgrading and summary for the current situation of industrial structure,there are two basic paths for the upgrading of industrial structure in this paper: One is the process of softening service of industrial structure transforming from traditional manufacturing industry to service industry;Secondly,the high technology of industrial structure is the process of upgrading from labor-intensive industry to capital and technology-intensive industry.Regionally,therefore,the proportion of service industry and high-tech industry directly reflects the difference and effect of industrial structure upgrading between regions.The difference of inter-regional industrial structure in softening service and high-tech upgrading lies in the difference of inter-regional innovative milieu.As the sum of regional infrastructure environment,market environment,cultural circumstance and entrepreneurial environment,regional innovative milieu has influenced the regional innovation activities significantly.As China's economy enters a “New Normal” stage,the lack of impetus for industrial structure upgrading is becoming increasingly apparent.Facing the current economy,how to promote the transformation of economic growth from the outdated driving force to the new one and realize the upgrading of industrial structure has become the main problem.The core of solving this problem is to promote both vertical and horizontal innovation via regional innovative milieu by relying on innovation,so as to provide new power for softening service and high-tech upgrading of regional industrial structure.This paper focuses on the driving mechanism of regional innovative milieu to industrial structure upgrading,and provides constructive policy suggestions for better improving regional innovative milieu and promoting industrial structure upgrading.The research work of this paper is mainly carried out from the seven aspects as follows:In the first place,the introduction will mainly sort out the contents,including research background,significance of the subject,the research method and the frame structure.The paper focuses on the existing literature on regional innovative milieu,factors affecting industrial structure upgrading,and the impact of regional innovative milieu on industrial structure upgrading,and summarizes the frontiers and deficiencies of existing research.Secondly,the relevant theoretical basis mainly defines the concept of regional innovative milieu and industrial structure upgrading.In the meantime time,it introduces Schumpeter and related innovation theories,Marx industrial structure theory,Petty's theories regarding industrial structure theory and the theory of regional innovative milieu,hereunder laid the theoretical foundation.Thirdly,it focuses on the current situation and problems for the impact of China's regional innovative milieu on industrial structure upgrading.By dividing the evaluation of industrial structure into three stages,namely,the improvement of the institutional environment and the government's promotion of the industrial structure upgrading period,the improvement of the market environment and the comparative advantage to promote the industrial structure upgrading period and the support of the entrepreneurial environment to promote the industrial structure upgrading period,combined with the upgrading of the industrial structure.The current situation summarizes the characteristics and environmental factors of China's industrial structure upgrading.At the same time,the regional innovative milieu is divided into infrastructure environment,market circumstance,cultural environment and entrepreneurial environment.The dynamic factor analysis method is used to comprehensively evaluate the status of regional innovative milieu and the differences between regions.Theresultsshowthat:From the perspective of the innovative milieu of provincial administrative units,the best place is Beijing,followed by Shanghai,Guangdong,Zhejiang,Jiangsu and Tianjin.The provinces with the worst regional innovative milieu are all concentrated in the western region.Gansu,Ningxia and Qinghai have the lowest innovative milieu evaluation scores.From the perspective of the eastern,central and western regions,the innovative milieu in the eastern region is obviously better than that in the central and western regions.The gap between the innovative milieu in the east,the middle and the west is likely to widen.Based on the current situation of industrial structure upgrading and the evaluation of regional innovative milieu,the paper analyzes the weakening of the regional innovative milieu to promote the industrial structure upgrading.Fourthly,on the basis of the previous theory cited,this paper analyzes the impact mechanism of regional innovative milieu on industrial structure.In the first place,using relevant analysis tools and structural analysis methods to verify that the regional innovative milieu is highly relevant to both softening service and high-tech upgrade of industrial structure,and confirm that the regional innovative milieu has significant impact on high-tech upgrade and softening service of industrial structure.In the second place,it discusses the impact mechanism of the new environment on the industrial structure upgrading in the infrastructure environment,market environment and human environment in the regional innovative milieu.By means of the industrial agglomeration mechanism,technological spillover mechanism,market competition mechanism,collaborative innovation mechanism and innovative factor allocation,the sub-milieus of the regional innovative milieu have an effect on vertical innovation and horizontal innovation regionally,which in turn affects the regional industrial structure of high technology and softening service upgrade.Finally,the paper further uses the model construction to introduce strategic choices of R&D and imitation of strategic emerging industries and traditional industries in the technology market and product market to test whether the regional innovation environment is suitable for promoting industrial structure upgrading.Moreover,it also analyzes the industrial competition and cooperation in different regional innovative milieu.Fifthly,according to theoretical research,this paper uses analysis method of spatial panel model to analyze the impact of regional innovative milieu on industrial structure from both dynamic and static aspects.The empirical results show that the impact of regional innovative milieu on industrial structure is mainly reflected in two aspects: for one thing,the four sub-milieus,including infrastructure environment,market circumstance,cultural environment and entrepreneurial environment in regional innovative milieu,have different effects on both industrial structure and technology.For another thing,in different regions,the four sub-milieus of the regional innovative milieu have different effects on the high-tech and softening service of industrial structure.Based on the data at the provincial level,the data in the eastern region,the central region and the western region,the paper also collects micro-level data at the city level(related data of 230 cities in China from 2000 to 2017),on the innovative milieu and further analysis of the impact of industrial structure upgrading.The sub-milieus of the regional innovative milieu at different regional levels have different effects on the industrialization of high-tech and softening service.This paper also enhances the robustness and credibility of empirical analysis from multi-level analysis and multi-angle arguments.Sixthly,on the basis of theoretical and empirical analysis,the typical region of Leipzig,Germany,which is affected by regional innovative milieu,is analyzed as a case.By utilizing the reform of regional innovative milieu to promote the practice of industrial structure upgrading,the regional innovative milieu has been further verified the mechanism analysis and empirical analysis of the industrial structure upgrading.The regional innovative milieu in Leipzig,Germany,has an obvious effect on the industrial structure upgrading.The government has promoted the transformation of the entrepreneurial environment,the industrial cluster plan,the coordination of the regional innovative milieu,the importance of the market environment and the basic environment,and the adoption of different regional innovation models.The structure is upgraded to high technology and softening service.Since the transformation of Leipzig from the planned economy of East Germany period to the market economy after unification covers all aspects of the improvement of regional innovative milieu,it is typical and enlightening as a case study.Seventhly,summarizing the theoretical and empirical analysis results,on the basis of typical cases,this paper will provide policy suggestions for regional innovative milieu to promote industrial structure upgrading.This chapter proposes effective policy proposals on how to promote the industrial structure to high-tech and softening service upgrading in terms of improvement for infrastructure environment,market circumstance,cultural environment and entrepreneurial environment,and different industry development models in different regions.
