| Industry is an important foundation of national economy and the main impetus of economic growth,industrial land is the most basic resource to support the economic development of China.Since the reform and opening up,our country has realized the historic transformation from the agricultural country to the industrial power,and in general,has already in the mid-late stage of industrialization.Industrialization has greatly promoted the our country's social and economic development,but,it has long been the low cost of manpower and extensive land use to support the rapid development of China's industrialization.However,China's rapid urbanization and industrialization will continue for a long time,space expansion demand for industrial development is still great,the extensive use of land is difficult to sustain,and the scarcity of land resources has restricted the development of social economy.Jiangsu is located in the eastern coastal area of China,which has established a comparatively complete industrial structure,the contribution of industry is remarkable,its economic level is in a leading position of China.Nevertheless,Jiangsu also has some problems of industry,such as?low level,weak core-competitiveness,low level of factor utilization,high consumption,high pollution and so on.At the same time,Jiangsu has limited resources and limited space.The land use efficiency in Jiangsu is low,and the contradiction between economic development and resource protection has become a great challenge to Jiangsu.Along with Jiangsu's economic development entering into a period of new normal,the supply-side reform and the construction of ecological civilization have new requirements for land use.Optimizing the structure and layout of industrial land,promoting economic transformation,and upgrading with the adjustment of land use structure,which are the main targets of land use in Jiangsu.An accurate judgment of land use benefit in different industries is the premise of realizing scientific allocation of land Resources.In view of the above,this paper takes the "Method selection-Difference analysis-Countermeasures and suggestions" as the main line of analysis.Taking Jiangsu as an example,the paper analyzes the present situation of industrial land objectively,and makes a systematic study on the difference of the industrial land use benefits from two aspects:the evaluation of industrial land use benefits and the green benefits.At the same time,the influence of Evaluation index is analyzed,and the suggestions to promote the improvement of industrial land use benefits are discussed.Expecting through the above research,this paper can provide scientific theoretical basis for rational allocation of land resources,improvement of land use efficiency,promot the transformation and upgrading of industry and land use methods.The main contents are as follows.? The calculation of green benefits of industrial land.The net benefits of industrial land is the effective comprehensive output per unit area,is a kind of monetization value,which reflects positive and negative effects on land use,such as the economic development,social satisfaction,eco-pollution.The core of the technical difficulty of green benefits calculation is the monetization of the cost of environmental pollution control.The study uses the concept of green GDP accounting as a reference to form the idea of green benefits calculation.The overall idea is on the basis of gross and tax amount,increasing the average wages,reduce the cost of environmental pollution control to achieve real benefit,which is adjusted by social and ecological factors.In addition,the paper also explores the cost calculation method of environmental pollution control,and determines the reasonable data source and calculating method.Through the above research,the existing land use evaluation system is perfected.?Empirical study on the difference of industrial land use benefits of JiangsuProvince by different sectors.The paper carried out a typical enterprise survey in the development zone of Jiangsu.Firstly,the industrial land use benefits evaluation of different industries is carried out,and the limiting factors and short plate factors influencing the benefits of each industry are judged,and the characteristics and reasons of the difference of land use benefits between different industries are analyzed.Secondly,the paper carries out the accounting of green benefits of industrial land by different sectors,and the results obtained by the two methods are compared and analyzed..The conclusion shows that,the short plate elements are R&D expenditure per hectare,the number of R&D items per hectare,the number of workers per hectare,wages of employees per hectare,etc.The limiting factors mainly include the degree of industrial agglomeration,the investment of fixed equipments(37),manufacture of measuring instruments and machinery(40).The economic,social and environmental benefits of manufacture of paper and paper products(22),other manufacture(41),smelting and pressing of ferrous metal(31)are low.Manufactue of medicines(27),manufacture of special equipment machinery(35)shows the average level of economic,social and environmental benefits.The green benefits of industrial land in Jiangsu Province is between 29.5891 million yuan/ha and 6.4635 million yuan/ha,mainly affected by the total amount of profits and taxes,followed by the staff wage income,the land is the lowest cost of pollution control,pollution control costs in the chemical oxygen demand treatment of the highest.The results of industrial land benefit accounting and benefit evaluation are basically consistent with each industry.Both analysis methods have some advantages and disadvantages,in which the results of industrial land benefit evaluation are more affected by the weight,the data need to be investigated more,the calculation is relatively complex;the effect of industrial land benefit accounting results as a single factor index is relatively large,and the data acquisition is more difficult.The reliability of analysis results can be ensured by comparing the results of two methods.The green benefits of different sectors in Jiangsu Province are positive,ranging from 27.2 million yuan/ha and 6.45 million yuan/ha.There are 13 types of industries out of 24 whose values are lower than the average value,The total pre-tax profits per hectare and the total wages of employees per hectare have a significant impact on the green benefits.The total cost of environmental pollution control has a minor impact on the green benefits.It is found that the results of green benefits accounting in industrial land are basically consistent with the benefits evaluation.Both analysis methods have some advantages and disadvantages.The result of benefits evaluation is greatly influenced by the weight,the data need to be investigated more and the computation is relatively complex.The green benefits accounting as single Factor index is affected by pollution control cost more,and the data acquisition is more difficult.By comparing the results of two methods,the reliability of the analysis results can be guaranteed to the greatest extent.VIII?
