The Research Of Industrial Land Reform Based On Industrial Structure Optimization Perspective

At present,China is continuing to deepen the important period of industrial restructuring.With the rapid development of urbanization and industrialization,the demand for industrial land use space has increased dramatically.The contradiction between the shortage of industrial land supply and the growth of social-economic demand will be more prominent,and the supply level of industrial land and the level of industrial economic development The degree of coordination needs to be improved at the same time,at present,China’s industrial land supply for different industries within the industry classification does not have a clear supply order,supply is not flexible enough,not according to the nature of land use,size,level of development and other differences to achieve differentiated supply.In such circumstances,how to effectively supply industrial land to protect the industrial structure of the optimization and upgrading is particularly important.This paper first summarizes the domestic and foreign scholars’ research on the relationship between the supply and utilization of industrial land,the optimal allocation and the optimization of industrial structure and industrial land.On this basis,it is put forward that under the goal of industrial structure optimization,Secondly,through the analysis of relevant concepts and theories,the theoretical analysis framework of industrial land supply and industrial structure optimization is established from the perspective of land supply.Thirdly,taking Jiangsu Province as the empirical area,Industrial structure and industrial land supply research on the basis of the industrial development structure and the structure of the structure of the structural deviation from the analysis of its coordination.And according to the national economic industry classification,the use of DEA/AHP method of industrial sector in different sectors of industrial evaluation,to determine the industry within the supply of different sectors of the priority order.At the micro level,the paper analyzes the willingness analysis of industrial land supply and the pilot case of industrial land supply reform,and puts forward corresponding countermeasures and suggestions.In this paper,Jiangsu Province as an example of empirical research shows that:First,the industrial structure in Jiangsu Province and the structure of the coordination of the study,most of the industry structure deviation is positive,indicating that the industry to varying degrees,there is to enhance the structure for the land Ratio to promote the optimization of industrial development structure of the possibility.The electronic information industry and equipment manufacturing industry structure of the largest degree of deviation,respectively 3.7390 and 2.1251.According to the requirements of industrial development,to improve the proportion of the target industry for the structure,so as to promote the optimization of the development of the industry structure.Second,Jiangsu Province,the industrial sector of different industries comprehensive benefits score sort:equipment manufacturing,electronic information industry,textile and garment industry,petrochemical industry,building materials industry,metallurgical industry,pharmaceutical industry,food processing and tobacco products industry,Gas and water supply industry,mining industry.In line with the industrial transformation and upgrading plan in the development of advanced equipment manufacturing industry,enhance the core competitiveness of electronic information industry,adjust and optimize the raw materials industry,transformation and upgrading of consumer goods industry requirements,industrial land supply order should be based on this sort of reference.Third,the different scale,different industries of land enterprises,due to the conditions of enterprise development and business prospects of different planning,the expected land use rights of different duration,the choice of supply will also vary:the larger the general size of the enterprise,The longer the right to use the corresponding industrial land.And some small,R&D or information technology companies,business relocation,asset processing and personnel mobility is not difficult,such enterprises for the land use period is expected to be relatively short.Jiangsu Province should implement the"differential supply" system,for the implementation of corporate differences "lease to","first rent","lease" and other supply.
