Since the implementation of the government premium subsidy agricultural insurance policy in 2007,after eleven years of development,the crop insurance in Inner Mongolia has made remarkable achievements.The amount of premium subsidies and premium income of crop insurance are increasing,the scope of insurance coverage is expanding,and the number of insured farmers is increasing.Crop insurance scale ranks top three in China.In order to accurately identify the effects of crop insurance for farmers' decision-making,based on the field survey data of farmers in Inner Mongolia autonomous region,this study empirically tested the influence of crop insurance policies on farmers' planting scale and planting structure.In this way,it can provide decision basis and policy Suggestions for the development of crop insurance in Inner Mongolia and even the whole country.This research is also the supplement and consummation to our country agriculture insurance theory.This paper reviews the status of main crop planting and the development of policy-based crop insurance in Inner Mongolia autonomous region.With the application of microeconomics,agricultural economics,econometrics and other relevant economic theories and methods,taking the practice of policy-based crop insurance in Inner Mongolia autonomous region for 11 years as the research object,this paper empirically examines the impact of crop insurance policy on farmers' planting behavior.Based on the theoretical analysis and empirical test of farmers' planting scale and planting structure.does policy-based crop industry insurance help farmers stabilize and expand the planting scale of insured crops?Will it help guide farmers to adjust their planting structure and increase the proportion of insured crops?The main research contents and results of this paper are as follows:1.This paper empirically analyzes the influence of policy-based crop insurance on planting scale.This paper reveals whether the current policy-based crop insurance has effectively increased farmers' planting enthusiasm for government-subsidized crops,and whether it can help stabilize and expand the planting area of insured crops,thus contributing to the realization of national food security goals.Taking com growers in main producing areas of agricultural products in Inner Mongolia autonomous region as the research object,this paper adopts the fixed-effect panel data model to carry out multiple regression analysis.From the empirical results,the crop insurance policy with premium subsidy has a positive impact on farmers' planting behavior.Farmers who have joined the insurance scheme are more enthusiastic than those who have not.The crop insurance policy plays a certain role in protecting farmers' enthusiasm in planting corn.2.This paper empirically analyzes the influence of the cognition and evaluation of planting insurance policy on planting scale.Based on the perspective of insured farmers,this paper established the"Logistic" regression model and estimated it with the maximum likelihood estimation method.Research conclusion:Farmers' cognition of planting insurance did not significantly affect their planting scale decision,which mainly related to their low awareness of planting insurance.Evaluation of participating farmers on crop insurance policies has a significant impact on farmers' planting decisions.It indicates that the more satisfied the farmers are with the insurance policy of planting industry,the greater the probability of stabilization and expansion.Therefore,on the one hand,the insurance companies as the main subject of publicity,the government and relevant departments to actively cooperate uses a variety of channels take a variety of forms,continue to increase the publicity.on the other hand,The reason for the high degree of satisfaction of insured farmers is,due to the"agreement claims" model,crop insurance is more generally accepted by farmers as a preferential policy.We should improve farmers' satisfaction with crop insurance by improving the level of crop insurance guarantee,insisting on "claims accord to facts" and developing new crop insurance products.3.The paper empirically analyzes the influence of crop insurance policy on farmers' planting structure.This paper uses the propensity score matching model to empirically study the policy effect of crop insurance on farmers' planting structure.This paper examines whether policy-based crop industry insurance leads to the transformation of agricultural production structure,increases the planting proportion of insured crops,and then guides the adjustment of agricultural planting structure.The study found that crop insurance encourages farmers to choose between crops covered by policy-based insurance and those not covered by policy-based insurance,and to use the existing arable land to plant more crops covered by policy-based insurance.Finally,based on the existing problems of policy-based planting insurance in Inner Mongolia Autonomous Region and the empirical research conclusions,In order to provide reference value for the sustainable and healthy development of planting insurance in Inner Mongolia Autonomous Region,this paper puts forward Suggestions from the aspects of government and relevant departments,planting insurance suppliers and foreign experience.
