Against the background of the globalization of science and technology and the rapid development of knowledge economy,the biomedical industry has become one of the most dynamic and rapidly developing industries.The increasing proportion of biomedical output value has become a common trend in advanced countries,and promoting the biomedical industry has become one of the important development strategies of national and regional governments.As early as December 2016,the State Council of China formally issued the“13th Five-Year Plan" National Strategic Emerging Industry Development Plan,which proposed to accelerate the pace of innovation and development of the biomedical industry,by building a new biomedical system,improving the level of biomedical engineering development,and accelerating the industrialization of bio-agriculture,the promotion of large-scale applications of bio-manufacturing,the cultivation of new forms of bio-services,and the innovative bio-energy development model.The industrial structure is composed of various factor structures.The upgrading of the biomedical industry structure is inseparable from the upgrading of the factor structure.The analysis of factors affecting the factor structure upgrading of biomedical industry is crucial to accelerating the innovation and upgrading,and high-quality development of biomedical industry.Considering on the above background,this study is based on the influencing factors of the structural upgrading of the biomedical industry and general dynamic analysis,with a view to providing theoretical references and policy recommendations for the upgrading of the biomedical industry in Heilongjiang Province.Based on relevant theories,methods and related issues related to the upgrading of the industrial factor structure at home and abroad,this paper focuses on the attributes of high-tech,high-risk investment and high strength of intellectual property of the biomedical industry as the breakthrough point and conducts in-depth discussion and analysis.The connotation and characteristics of the upgrading of the factor structure of the biomedical industry are sorted out,and the three levels of the factor structure upgrading of the biomedical industry are summarized:the upgrading of technical structure,the upgrading of human capital structure and the upgrading of financing structure.On this basis,the research framework of the factors affecting the factor structure upgrading of the biomedical industry is constructed.Based on the theoretical analysis of the above-mentioned three levels of biomedical industry factor structure upgrading,principal component analysis and linear regression analysis are used to empirically study the factors of the upgrading of biomedical industry technological structure,the upgrading of human capital structure,and the upgrading of financing structure.The results show that technical cooperation is the most important positive factor of the technological structure upgrading.Technology research and development,technology introduction and industrial clusters also have different degrees of promotion of technology structure upgrading;the level of education is the most important positive factor of the human capital structure upgrading in the biomedical industry.The human capital stock,and research and development incentives also have different degrees of positive effect on human capital structure upgrading;financial environment,indirect financing and direct financing are the main positive factors of financing structure upgrading.However,government policies have a weak negative impact on the upgrading of financing structure.Considering the factors of the upgrading of the technological structure,the human capital structure and financing structure in the biomedical industry,a theoretical framework of strategy path based on the technological structure,human capital structure and financing structure of the biomedical industry structure upgrading is constructed,the strategic principles of the factor structure upgrading of the biomedical industry of "risk sharing and effective adaptation" are revealed,and the path of upgrading the structure of different industrial factors includes:the strategic approach to the technological structure upgrading of the biomedical industry is to improve the degree of integration of multi-science and multi-technology,and to promote the integration of information technology and biotechnology.And the artificial intelligence in biomedical research and development will be used to promote technological integration based on industrial clusters.To improve the mechanism of industrial alliance,build the innovation network of collaborators;improve the supervision mechanism to bring safe and effective innovative therapy to patients in need,and improve the supervision and incentive of the development of new drugs;improve the strategic path of human capital structure upgrading to improve the mechanism of talent flows,promote the integration of various professionals(scientific and technological talents,financial talents,business talents,etc.),promote the flow of talents in neighboring regions,promote the flow of talents within the organization,and improve the salary incentive mechanism for senior talents.The financing structure upgrading path is to improve the risk sharing mechanism,establish a multi-level acceleration mechanism of multi-body cooperation,promote joint-investment mechanism,spread risk and increase investment intensity.Investing in a number of biomedical companies can also fully spread risk,establish a mechanism for mergers and acquisitions to promote patent monopoly,and establish a circular interaction mechanism between technological innovation and multi-level investment that monopolizes intellectual property rights.Based on the analysis of the above strategic path,the model group is simulated based on dynamic random general equilibrium analysis method(DSGE)to upgrade the factor structure of the biomedical industry,and the DSGE model is applied to the factor structure upgrading of the biomedical industry based on the empirical data,and the model group is constructed by state variables,control variables and random variables.To study the non-linear relationship between the upgrading of the production factor structure of intellectual property,human capital,technology and other factors of production as state variables and the non-linear relationship between its influencing factors(random variables),and establish a dynamic stochastic general equilibrium of the relationship between the path variable of factor structure upgrading and its influencing variables model group.To carry out model solving and experimental simulation to determine the optimal path for the development of the biomedical industry.The results show that the fluctuation of financial personnel is the main factor of income fluctuation of the biomedical industry,and that mergers and acquisitions and the acquisition of intellectual property rights are the determinants of research and development investment;meanwhile,Initial Public Offering is the main driving force for the accumulation of human capital.The fluctuation of R&D investment is related to the fluctuation of industrial income;and employment and human capital are directly related to the volatility of venture capital.The "dividend rate" of venture capital significantly exceeds the interest rate,which is why venture investors are highly motivated.For a 1%random shock of all random variables,industry income and human capital fluctuate the most,which is a favorable proof and further extension to enrich the exit channel theory of venture capital.In this dissertation,a relatively in-depth theoretical and empirical study is carried out on the upgrading of the factor structure of China's biomedical industry.To evaluate and analyze objectively that the influential factors and effects of the upgrading of technology structure,human capital and financing structure in the factor structure upgrading of the biomedical industry,which provides a theoretical basis and practical reference for the upgrading of China's biomedical industry and the realization of high-quality development.At the same time,the results of this paper on the strategic path of the biomedical industry upgrading also provide a reference for relevant departments to formulate policies and regulations and implement scientific decision-making,which is conducive to creating a favorable environment for the upgrading of China's biomedical industry.
