Study On The State-owned Enterprises' Governance Functionof Economic Crisis

The fundamental reason of economic crisis lies in the basic contradiction between the capitalist socialization production and the private possession of production means,that is,the contradiction between the socialization characteristic of production and the personal nature of production means.To solve this contradiction,it is necessary to improve the socialization degree of property rights,that is,the socialization degree of possession and use of production means,breaking through the restriction of the individual,and adapting to the demands of social production.The governance mode of economic crisis can be divided into two types according to the different effects of governance,which can be divided into fundamental ways of governance and the way of periodic governance.The fundamental governance is to abolish the capitalist economic system and establish a new social economic system based on the ownership of production means as the ownership system,so as to meet the requirement of socialization mass production to socialization of property rights.Periodic governance is to improve the degree of socialization of propertyin the framework of capitalist system,in order to alleviate the fundamental contradiction in capitalism on certain degree and range and solve some prominent contradictions and problems appeared in the operation level.As an advanced social form of property rights,state-owned enterprisecan compensate for the drawbacks of private property rights,and thus become effective tool of economic crisis governance.There are mainly two ways to govern the economic crisis by means of state-owned enterprises.Firstly,we can increase develop state-owned enterprises,making them be policy tools,on the premise of keeping the foundation of private ownership of production means unchanged.Secondly,we can establish a new social economic system through comprehensive nationalization of production means.The essence of them is to improve the socialization degree of property rights in order to enhance the proportionality and coordination of nationaleconomic development.As a policy tool,the state-owned enterprises can effectively reduce the transaction cost of periodic crisis management,but because there are some low efficiency problems,it is necessary to choose appropriate use time,field,way and time limit to improve the effect.As a new social ownership system,state owned enterprises aim to build systematic institutional arrangements to eliminate economic crisis.The "national big factory" model of the Soviet Union and the road of socialism with Chinese characteristics are two representative realistic explorations of the socialist countries so far.Under the road of socialism with Chinese characteristics,state owned enterprises not only serve as the ownership basis of economic system,but also play a role in macroeconomic crisis control.How to improve the performance of state owned enterprises' crisis management is also a problem to be solved.In the era of big data,from the long-term trend,the basic contradiction of capitalist society can not be completely eliminated.The contradiction between the deep development of production socialization and the lack of socialization of property rights will become more acute,so the economic crisis still exists.Of course,in the short term,the development of information will help the capitalist countries to strengthen economic regulation and control,and temporarily alleviate this contradiction.In the big data era,the subjective and objective conditions are not yet mature ofcompletely eliminating economic crisisthrough construction of social economic system by means of comprehensive state-owned enterprises in the world.However,through using of big data technology,state-owned enterprises will be able to better play its role as cyclical crisis governance policy tools.
