Fuzzy Set and Multi Criteria Model: An expanded model for selecting a rebuilding strategy for underdeveloped areas destroyed by earthquakes

Abstract/Summary:
The main purpose of the study is to define contemporary methods of landuse planning in post-disaster regions. This study has narrow scope and has been constructed around the natural disasters especially earthquakes and rebuilding afterwards.;Research has been conducted in Kashmir Region of Pakistan which was struck by a 7.5 magnitude Richter scale earthquake in October, 2005. The damages resulting from the earthquakes were massive with about 86, 000 deaths and over a quarter of million injuries, hundreds of homes and businesses destroyed, and complete infrastructure of the region obliterated.;With international assistance, region has recovered and reconstruction has begun. It is where this study is attempting to define new methods of landuse planning which should become universally accepted. Since earthquake has created 'Tabula Rasa' for the landuse planners, therefore this study is seeking sustainable mechanisms for redevelopment and rebuilding.;This study tested the Fuzzy Set Multi Criteria Model created by Dr. Serafim Opricovic and led to several major findings. It tested the validity of the Multi Criteria model and found that the model was authentic and very beneficial. It also expanded the multi criterion into many non-related factors which have not been used in the planning field previously and discovered vital role of newly established criterion.;It was discovered that Multi Criteria model is very accommodating in defining goals and objectives. Later these objectives can be tested and landuse planning can become very rational and sustainable according to the unique criteria, and situation which differ from region to region.
