Multi-project sequence optimization is an important content in multi-project management. It is the most essential support for multi-project management theory system operating effectively. In order to put the limited resources into the highest income project by the lowest cost and ensure the enterprise fast development , the enterprise should make comparison and choice to each project. After the project development order is determined, the enterprise should take the effective measure to ensure the smooth implementation of the project. Advanced Product Quality Planning(APQP) is a structural method to formulate the quality characteristics of mass customized product, to realize the process and to programe the control plan. APQP has important practical significance to the new product development. In this paper, some key problems of multi-project development and APQP was researched The main completed work is as follows:(1) Point to the multi-project management fact of the engine enterprise, the multi-project sequence optimization of enterprise strategy level and the implementation level was researched respectively by combining the business management theory and the strategy management theory. The investment portfolio classification matrix and AHP(analytic hierarchy process) were used to study the strategy level multi-project sequence optimization. The penalty function method, fixed-in-process inventory method and critical chain method were used to study the implementation level multi-project sequence optimization.(2) A fuzzy multi-criteria decision support system combining fuzzy set theory and group decision with the AHP is developed to evaluate the project candidates. The mathematics model of the fuzzy multi-criteria decision system was established. A fuzzy AHP method was used to determinate the weights of evaluation criteria. The opinions of experts and the risk index of the project development process were taken into account in the presented method.(3) The implementation process of the Advanced Product Quality Planning (APQP) structured method was analysised in detail from the life-cycle view of project. The APQP framework of engine enterprise was established. The APQP program, desgin and development control program, product planning program were formulated. The project management general rule was formulated. Some problems of project organizationa structure and responsibilities, problem management communication, product promotion management and performance evaluation were researched.
