Abstract/Summary:
This dissertation includes a biographical outline of the life of Orlando W. Wilson which has been included to complement the analysis of his education and training policies. Major phases of Wilson's life and career as an educator, law-enforcement officer, author and consultant for the reorganization of numerous police agencies have been identified to suggest the development of the education and training polices during his tenure as Superintendent of the Chicago Police Department, 1960--1967. The Historical-Documentary analysis of these concepts has been traced and analyzed through the examination of his professional writings during the period 1950--1967. A number of Orlando W. Wilson's selected works suggest the evolution of his philosophy of an innovative and expanded police training regiment that was continual and inclusive. In addition, the opportunity for a continuing education was made available to all members of the department. In conclusion, an examination of the historical significance of his impact on the Chicago Police Department was addressed. Further, it has been my intention to position Orlando W. Wilson among innovators in police professionalization, rather than among those who were dedicated solely to restructuring municipal police departments. Topics addressed in this dissertation include: expansion of the training curriculum; in-service, pre-service and field training programs; training bulletins and extension courses; media/public relations; Operation Crime Stop; the Cadet Program.
