Optimization Research On The Training Programs For The Community Police Officers In H District Of S City

As the developments of information and technology in 21 st century,the global environment has grown far more complex.These developments also have challenged police departments on stabilizing communities,fighting enemies and crime,protecting the public,and serving community.Improving both the general quality and fighting strength of policing is the requirement of adapting to the development of the new era.Educating and training is one of the solutions to enhance police officers’ qualifications and performance,and further ensure enforcement effectiveness.However,problems including deficient qualification,insufficient management and injustice law enforcement have limited the progress of maintaining public relations and reputation for police departments.Therefore,it is urgent to develop effective education structure and training programs,that match the current requirement of the policing team.Since the 1990 s,police departments and academics all over the country have been exploring the reform and creation in educating and training programs.However,most of them have focused on degree-oriented education,such as curriculum and teaching methods,instead of in-service education.This paper exams principle of course structure based on a case study of the training programs in the police department of S city,H district through panel discussion and survey methods.Also,case analysis of training programs in developed countries,including USA and Germany,contributes strategies to the course development for the community police officers in H district of S city.
