Emergency disaster relief supply modeling: A location-allocation methodology under data scarcity and uncertainty

Abstract/Summary:
This research has developed a methodology for the delivery and distribution of relief supply and services in a large-scale disaster environment characteristic of Less Industrialized Countries. The methodology was applied to the Upper East Region, Ghana, an area that experiences perennial seasonal hunger.; The model was formulated for the siting of a hierarchy of supply facilities. Data collected were from archival census records, and extracted from various maps through use of GIS tools. They were enhanced through mathematical projections and extrapolation, and shortest path algorithms. At the center of the methodology are a set of coverage matrices, created to accommodate user-specified constraints. The research strength is the use of location-allocation techniques for modeling service supply in spite of data scarcity and uncertainty. An additional emphasis of this work is the simplification of the methodology for ease of duplication under field work conditions.
