| My primary goal is to understand the market and policy reforms necessary to promote expansion of alternative energy technologies, specifically distributed generation (DG) systems, essential to address climate change, stabilize energy costs and support economic development.;To achieve this goal, I pose three primary research questions: (1) How is technical and scientific research understood by the public and policy makers? (2) What is the statutory framework governing energy policy, specifically with respect to distributed generation in the state of New Hampshire? (3) How does this knowledge affect implementation of energy policy that promotes and supports distributed generation?;Recommendations to expand distributed generation systems in New Hampshire include pursuing an enforceable statewide Energy Strategy; improving grid access through group net metering; adoption of tiered feed-in tariffs for systems 1 -- 30 MW in capacity; implementing specific recommendations for the Site Evaluation Committee; adoption of new legislation enabling communities to regulate Large Wind Energy Systems; and adoption of a system of valuing renewable energy systems for homeowner and small business tax exemptions. |
