Abstract/Summary:
For this study, the researcher investigated the impact of implementation on legislation and licensing regulations on the operational ability of childcare centers in Buncombe County, NC. The researcher concentrated on the timing issues associated with legislation, the implementation of the Five Star License system, and the decline of childcare operators in North Carolina and in particular, Buncombe County. To conduct the study, a qualitative interview of childcare operators, both who have gone out of business in the past five years and those currently operating under the Five Star License system, was used. The information was gathered and reduced to include only the responses and facts relevant to the study. The findings of the study were based on questions presented in the interview and their corresponding replies. Raw data was included to demonstrate the pattern in responses by the interviewees.
