AN ASSESSMENT OF THE PHYSICAL EDUCATION AND RECREATIONAL SPORTS DELIVERY SYSTEMS IN HONG KONG

Abstract/Summary:
The study was conducted from 1978 to 1982 in the Colony of Hong Kong with the purpose of identifying and examining the current status of Hong Kong's physical education and recreational sports delivery systems.;The results of the study were presented in five separate but related segments based on the theoretical framework which included, (1) foundational background and information of Hong Kong; (2) general educational system of Hong Kong; (3) physical education and recreational sports delivery systems within the educational systems of Hong Kong; (4) professional preparation of physical education and recreational sports personnel, and (5) the physical education and recreational sports delivery systems in the community setting of Hong Kong.;The results of the study revealed factors limiting the effectiveness of the physical education and recreational sports delivery systems in three areas: (1) the educational systems; (2) the professional preparation process, and (3) the community setting.;As a result of these findings, the major recommendation was that a Supreme Council for Physical Education and Recreational Sports (SCPERS) be established by the government of Hong Kong made up of representatives of the government, professionals in physical education and recreational sports, and leaders in various sports organizations and other related agencies. This council would be responsible for the overall development of physical education and recreational sports in Hong Kong with particular attention given to the establishment of a well coordinated delivery system.;A theoretical framework was developed based on the review of related literature and existing theoretical frameworks utilized in international and comparative physical education and sports. The theoretical framework was then expanded to serve as a foundation in the identification and examination of the physical education and recreational sports delivery systems in Hong Kong. In addition, a standardized written questionnaire was developed and administered to 20 physical education and recreational sports experts in Hong Kong. Follow-up interviews were also employed to provide further relevant data.
