With the popularity of the higher education and the impelling of the quality education in our country, the transformation and reformation of the university students'affairs management are inevitable. How to breathe new connotation into the management concepts, methods and systems of the traditional students'affairs management is turning into an important topic. Using new methods to reform and to innovate is also a crucial topic for the management. Although there are a lot of differences in social systems, economic levels and history between Hong Kong and inland, the successful experience and the effective methods of the students'affairs management in the universities of Hong Kong are worthy to be learned by the inland universities practically and objectively.The article has selected three universities as the targets, that is, the Chinese University of Hong Kong, City University of Hong Kong and Hong Kong Baptist University. The methods of collecting documents, investigatig and interviewing are used for studying ideas and objectives, organization structures and actual operation of students'affairs management in Hong Kong higher education. The article is concerning three questions. 1. What are the ideas and objectives of the students'affairs management in the universities of Hong Kong? 2. How is the organization of the students'affairs management constructed in the universities of Hong Kong? 3. How is the students'affairs management operated actually in the universities of Hong Kong? We hope that the article could bring some advices to inland universities on reform and innovation of students'affairs management.The research has found that the students'affairs management of the higher education in Hong Kong focuses on'whole-person developing'of students and'students oriented'idea, and attaches importance to the student counseling. Through providing students appropriate and advisable services and supports, and building challenging and multiple learning environment, the universities of Hong Kong have promoted overall development of students, including the ability of lifelong studying, confidence, sense of justice, social responsibility and international view. The students'affairs management regarding the objective of Hong Kong higher education as its own obligation, is an indivisible part of the higher education in Hong Kong.The organization structures of the students'affairs management in the universities of Hong Kong are flattening, the function of which have included student activities, scholarship and stipend, psychology counseling, occupational counseling, and welfare facilities, etc. The extent of specialization in these interrelated personnel is further. In the practical operation of students'affairs management, the school-level management departments facing all of students make use of information technology adequately for daily affairs, information transferring, serving students and so on, then the efficiency and quality of students'affairs management has been improved. The organization structures and practical operation of students'affairs management in the universities of Hong Kong have represented and fulfilled the management idea of'whole-person developing'and'students oriented'.The enlightenment brought to the inland universities about students'affairs management in Hong Kong can be concluded into the following three points: 1). Put the'students oriented'theory into practices. The inland universities could integrate the educational, managing and service function of students'affairs management through surveying the real need of students, thinking much of students'subjective status, and strengthening service consciousness and function. 2). Optimize the organization structures of students'affairs management. The inland universities could plan all of students'affairs as a whole and face to all of students by transforming the'straight line'framework to the'flattening'one, reducing administrations, utilizing information technology adequately, extending the confine of management, and exerting the advantage of specialization of the school-level management departments. 3). Student counseling of aiming at the developing instruction. The inland universities should put up team training and activities aiming at upgrading the level of psychological healthy and professional accomplishment, while paying attention to the individual counseling. 4). Strengthen the service function of the school-level management departments to the colleges. The inland universities should reinforce individual directions and cooperation to the colleges and reduce commands and supervisions.
