| Food is one of the most important things for human beings.Food safety contributes to the health and life safety of the people and it is one of the factors of the booming economy and the harmonious development of society.With the rapid development of China’s socialist market economy,food incidents occurred frequently,and these incidents are mostly caused by the deceptive operations of food companies.As the main stakeholder of food safety,food supply chain companies should ensure food safety,integrity and self-discipline,be responsible to the society and the public,consciously coordinate with social supervision,and take the initiative to social responsibilities.However,many food companies did not meet the reqirements by modern society.This article takes the deceptive operation of food companies as the main research object,and discusses the regulatory strategy on deceptive companies and how to achieve social co-governance based on the game perspective.The main research content includes the following four aspects:The first is to analyze and sort out the influencing factors of deceptive operations by food companies.Through on site investigations,questionnaire surveys and other data collection and sorting,use a combination of qualitative and quantitative methods to find out the main impact factors of the deceptive operation by food companies.These factors are lack of corporate integrity,regulation,information technology,ethical culture,testing technology and complexity of the supply chain.Based on these factors,further promoting the honest operation of food companies,improving food quality,formulating scientific supervision strategies,and seeking social governance are studied.Second,under the guidance of the concept of prevention oriented and risk management,how to establish a scientific and strict regulation system was discussed.And focusing on the issue of financial penalty,a mixed strategy game and evolutionary game model was constructed to analyze how to determine a reasonable amount of financial penalty.Theoretically discusses the need to achieve a restraint and deterrence effect on the untrustworthy operation of enterprises through economic punishment to ensure food quality and safety,but also to balance the supervision cost and supervision effect.It is concluded that when the financial penalty is low,increasing the financial penalty can increase the deterrence of deceptive operations by food companies;when the financial penalty reached a certain level,increasing the financial penalty cannot significantly increase the deterrence of deceptive operations by food companies.The third is to discuss the issue of regulation of deceptive operation by food companies from the social co-governance perspective.The article discusses how to effectively make use of the functions exerted by social organizations,including the public,and consumer groups etc.,when food safety cannot be ensured by relying solely on corporate self-discipline or lack of supervision.By constructing a tripartite evolutionary game model among food companies,regulators and consumers,the traditional one-way supervision model that relies solely on regulators and the social co-governance model are combined to analyze,and the pros and cons of corporate deceptive management strategies and the corresponding regulatory measures and consumer behaviors.It is concluded that in order to promote the participation of consumers in social governance,education and publicity should be used to enhance consumer awareness of quality and rights protection,while at the same time institutionally protecting consumers’ legitimate rights and interests in the process of protecting rights,and expanding consumer compliant channels,to reduce the cost of consumer complaint.It also analyzes the strategies of other third parties involved in co-governance,such as media and inspection institutions.Fourth,based on impact factors analysis of deceptive operation of food companies,the focus is on how companies,regulatory agencies,and the media can take trust repairs when a food crisis occurs.That is,as the main responsible party how should food companies eliminate and reduce the lack of public trust in the food crisis due to the deceptive operation of the enterprise;restore the negative impact caused by social public opinion and cause the enterprise survival crisis,boycott consumption and even huge compensation etc.;how to deal with the punishment by regulatory agencies,and the involvement of civil and even criminal legal issues.In the method,the satisfaction survey method and the Mayer trust model are used,and the fuzzy analytic hierarchy process is used to explore the trust restoration strategies of enterprises,regulatory agencies,and public media after the food crisis through the establishment of the relationship between the trust model and the trust restoration strategy.It is concluded that after the food crisis,companies should operate in good faith,focus their work on more stringent control of food quality,actively transmit product quality information to consumers,make the information transmission more transparent,and build a corresponding credit guarantee system.The contributions of this thsis are:First,it is different from the traditional one-way regulatory thinking model.Based on the game perspective,it uses the concept of system analysis to analyze the causes of the organic body constituted by food companies,regulatory agencies,and consumers due to the deceptive operation by food companies.Comprehensively balance the interests of all parties to achieve the goal of effectively ensuring food safety.The second is to study the corresponding strategies that companies and regulatory agencies should adopt by constructing evolutionary game and mixed strategy game models.Different from the previous studies that financial penalties are the main disciplinary method,it is concluded that after the deceptive operation,although the financial penalties have a certain restrictive effect,when a certain equilibrium point is reached,the effectiveness of penalties will have a significant decay trend,resulting in a corresponding decrease in regulatory efficiency.And it is concluded that in order to form a sufficient deterrent to deceptive operation,financial penalties alone cannot prevent the occurrence of business deceptive operation,and we must coordinate and work together from strengthening system construction and strengthening social co-governance.Third,the establishment of a three-party evolutionary game model for food companies,regulatory agencies,and consumers demonstrates the necessity and possibility of the evolution of traditional one-way supervision of deceptive operations into social co-governance.It is concluded that social co-governance naturally evolves with the degree of profit and loss suffered by food companies due to deceptive operations and consumers.In order to protect the rights and interests of consumers,social co-governance should be formed as far as possible when the profits of untrustworthy operations by enterprises are still small.Different from the guiding ideology that traditional food quality supervision is limited to "regulation according to law and scientific supervision",the article focuses on "integrity supervision".The fourth is to focus on prevention in the deceptive operation of food companies,and in addition to the regular supervision of the whole process,focus on exploring the strategy of restoring consumer trust after a food crisis.For the deceptive companies that are not allowed to continue to operate,it is proposed from another perspective that in addition to the effective measures taken by the company itself,government departments,consumers and media report also need to actively integrate and participate in order to enable the companyy to regain The society recognizes and further develops.Through the research on the deceptive operation,methods such as on-site investigations,visits and investigations,data collection,theoretical analysis,model construction,simulation analysis,etc.are adopted to focus on the impact factors of deceptive operation of enterprises and the restoration of enterprise trust after food crises,the supervision strategy of the supervisory agency using economic punishment as the main means,and how to form a social co-governance situation for untrustworthy operating enterprises were discussed.At the same time,relevant issues were discussed,such as the reasonable setting of regulatory agencies,the improvement of laws and regulations,and the improvement of rewards and punishment systems,the design of enterprise industry credit investigation systems,the improvement of detection technology,and the establishment of traceability systems,etc.,in order to promote enterprises integrity management,guarantees food safety and the ultimate goal of maintaining public health and life safety. |
