Combined with the concepts of environmental regulations and energy efficiency,this paper chooses the total factor productivity of China's regional industry as the main perspective of research,and studies the relationships among the total factor production of regional industry,environmental regulation and energy efficiency.This paper systematically reviews the relevant research on the key words of industrial total factor productivity,energy efficiency and environmental regulation at home and abroad,and lays the theoretical foundation for the full text.Based on the availability and continuity of data,this paper selects the industrial panel data of 30 provinces in China from 2007 to 2016,and calculates the total factor productivity of China's regional industry based on the fixed reference super efficiency sbm-dea model.The results show that in most of the period of this study,the total factor productivity of the whole region of China has been increasing year by year,and the growth rate of the central region is significantly higher than that of the eastern and western regions.Due to the brain drain and slow pace of industrial transformation and upgrading in the northeast region,the growth of the total factor productivity of industry is slowing down gradually,and it has declined since 2012.The growth trend of regional industrial total factor productivity in different provinces of China is not the same: the growth rate of regional industrial total factor productivity in eastern provinces is fast,and the growth rate remains stable as a whole;the central region is the region with the most rapid and active growth of regional industrial total factor productivity in China.Based on the accumulated Malmquist index,this paper constructs the "state" variable of regional industrial total factor production.Referring to the previous studies,this paper divides environmental regulations into three types: order controlled environmental regulation,economic incentive environmental regulation and public participation environmental regulation.Combined with the heterogeneity of environmental regulation and "Porter Hypothesis",the empirical results show that the narrow sense "Porter Hypothesis" is more suitable for China's reality.The impact of environmental regulation on the total factor productivity of regional industry in China is nonlinear.Whether the strengthening of environmental regulation can improve the total factor productivity of regional industry depends on whether the regulation ofenvironmental regulation is in a reasonable range.Based on the data envelopment model including undesired data,this paper estimates the third key content of this study: energy efficiency,and studies the relationship between energy efficiency and regional industrial total factor productivity using the coupling model.The results show that the coupling degree and coordination degree of energy efficiency and regional total factor productivity are enhanced.Based on the empirical study of the relationship between the two,it shows that the improvement of energy efficiency can effectively promote the growth of regional industrial total factor productivity,and the improvement of pure technical efficiency and the expansion of production frontier are the main paths for energy efficiency to promote the progress of total factor productivity.On the basis of the previous research,this paper constructs the intermediary effect model and regulatory effect model to conduct empirical research on the relationship among total factor productivity,energy efficiency and environmental regulation of China's regional industry.The results show that under the economic incentive environmental regulation,energy efficiency can play an intermediary role in promoting the total factor productivity of regional industry,while the direction of command-controlled environmental regulation is contrary to that of energy efficiency.Finally,this paper summarizes the conclusions of this paper,and gives some suggestions from the perspectives of technology progress,environmental regulation policy combination,regional coordinated development and cleaner production.
