The interaction and collaboration of local governments in environmental governance is not only an efficient means of protecting the ecological environment,but has also been a major measure to help the high-quality development of China's green economy."Beautiful China",this concept consistent with the laws of human economic and social development,not only conveys the important way of high-quality economic development is to adhere to the idea of ecological priority and green development,but also the key to winning the battle and planning the 14 th Five-Year Plan.Environmental planning is a policy guide for the government to carry out ecological governance.It is mainly guided by regional environmental planning to build a regional resource and ecological bottom line management control system to achieve regional system protection of local ecological environment functions and reasonable allocation of regional resources.Green total factor productivity,as a dynamic green efficiency measurement indicator for industrial economic development,not only reflects the overall effect of coordinated governance of the ecological environment between regions,but also reflects the degree of policy implementation and efficiency of policy implementation by governments and enterprises in the context of ecological protection.However,in actual life,the destruction of the ecological environment and low local green efficiency are common occurrences.As the improvement of the quality of the ecological environment,the local environmental regulation still lacks coordination,which indirectly weakens the efficiency of enterprise resource allocation,and makes the government and enterprises on environmental governance measures.Lack of innovation.How local environmental regulation affects regional green total factor productivity is the key to solving the problems of local governments and enterprises to achieve a reasonable allocation of regional resources and efficiently manage the environment.In this paper,under the basic framework of the Green Solow model,combined with the neoclassical economic growth model,the total factorproductivity in the model is further extended to green total factor productivity that takes into account energy conservation and emission reduction,and green total factor productivity is decomposed by examining environmental regulations This article discusses the internal promotion mechanism of green total factor productivity under the constraints of resources and environment.And based on the data of 30 provinces in China from 2005 to 2017,the entropy weight method was first used to calculate the local environmental regulation level,and the relaxed directional distance function was used to calculate the inter-provincial industrial green total factor productivity index.Then,the proposed research hypothesis is verified by constructing a spatial econometric model and a threshold model.It is concluded that there is a spatial spillover effect of industrial green total factor productivity between regions under local environmental regulation.By analyzing and testing green total factor productivity,it is concluded that the spatial spillover effect of the technological progress index,one of the decomposition terms,is particularly significant,it is concluded that when local environmental regulations are made as threshold variables,technological progress has a threshold effect on the improvement of green total factor productivity.Through the relevant theoretical analysis and empirical research,the results of this paper show that: due to the interaction of local environmental regulation policies,the spatial spillover effect of green total factor productivity between regions has been strengthened,and at the same time,the level of technological progress has increased between regions.The key is that reasonable environmental policies can stimulate the technological progress of enterprises,and the benefits brought by technological innovation can offset or even exceed the cost of pollution control,achieve innovation compensation,and ultimately strengthen the possibility of "win-win" pollution control and economic growth.
