The co-existence of ecological environment and economic development and the coordination of economic benefits and social benefits are the important connotation of the construction and development of new socialist countryside in China,and also the key to the development of green economy and the promotion of green agriculture in China.Non-point source pollution,as the primary type of pollution in rural areas of China,has an important impact on the sustainable development of agriculture and rural economy,and the in-depth development of green agriculture under the environment of agricultural marketization.It has become a key area of concern in China's agriculture-related policies.In 2016,The No.1 Document of the Central Committee proposed to strengthen the control of agricultural non-point source pollution,and implement the action of zero growth of fertilizers and pesticides";The No.1 Document of the Central Committee in 2017 proposed to "deepening the zero-growth action on fertilizers and pesticides";in 2018,The No.1 document of the Central Committee called for"strengthening the control of non-point agricultural pollution" and "promoting the replacement of organic fertilizer with fertilizers" and The No.1 document of the Central Committee in 2019 further states "intensify efforts to control pollution from non-point agricultural sources,carry out actions to save fertilizer and drugs in agriculture,and achieve negative growth in the use of fertilizers and pesticides."The No.1 document of the Central Committee for 2020 calls for "in-depth action to reduce the amount of pesticides and fertilizers." Constant macro policy concern for fertilizer had a significant influence on the solution of the non-point source pollution problem,but because of the lack of policy making process to an understanding of the grassroots,especially lack of agricultural management to new operators to fully consider,part of the policy is difficult to give full play to the role,which affect the fertilizer properly dispose of non-point source pollution problem.How to effectively deal with non-point source pollution of fertilizer has become an important obstacle to the development of green agriculture in China,and it is also the focus of attention in the process of agricultural policy-making.However,the formulation and implementation of agricultural policies should be fully combined with the reality and considering the behavioral characteristics of agricultural operation subjects.Only in this way can growers' support be obtained in the implementation process,can policies be coordinated with the actual behaviors of growers be realized,and finally policy effectiveness be given full play to and policy objectives be achieved.Based on this,this paper takes the large-scale growers,an important subject in the development of agricultural scale and marketization,as the research object,through the methods of literature research,questionnaire survey,slope analysis,spatial autocorrelation analysis,spatial cold hot spot analysis,stochastic frontier analysis,regression analysis,game analysis and other methods,it discusses the behavior of large-scale growers and the control policy of fertilizer non-point source pollution to provide a reference for the government to formulate non-point source pollution control policies,the following contents are specifically included:Firstly,the concept definition and theoretical connotation of large-scale growers and non-point source pollution of fertilizer are expounded.First of all,the concept of large-scale growers and fertilizer non-point source pollution is defined.At the same time,the paper analyzes the related theory,to ensure the accuracy of the research with the normative,and provide a good theoretical basis for after behavior characteristics analysis of large-scale growers,the major policy adopted empirical analysis and the policy making game analysis.Secondly,the paper analyzes fertilizer non-point source pollution control status and policy evolution.First of all,the general characteristics of fertilizer application and the spatiotemporal characteristics of fertilizer application were analyzed.The impact of non-point source pollution of fertilizer in China is briefly summarized,and the reduction space of fertilizer is calculated by stochastic frontier analysis.In order to put forward the existing problems in the fertilizer non-point source pollution control policies,this paper combed China's fertilizer non-point source pollution control policies and the corresponding policies.Thirdly,the path analysis of non-point source pollution control policy adopted by large planters is put forward,and then carries on the game analysis to the control policy of fertilizer non-point source pollution.First,on the basis of in-depth investigation in Heilongjiang Province,this paper explores the internal influence of cognition,willingness to adopt and behavior of large-scale growers in the process of adopting policies to control fertilizer non-point source pollution.To explore the influence of different knowledge of control policies and pollution levels on the adoption of policies and final fertilization behavior of growers.Secondly,according to the logic of "theoretical discussion," "realistic quantitative analysis" and "policy making game,"this paper deeply explores the interest characteristics of stakeholder groups such as large-scale growers,government,external interest groups,etc.Then the game of policy making of fertilizer non-point source pollution control facing the behavior characteristics of large-scale growers is discussed.Fourthly,the policy formulation and guarantee measures of fertilizer non-point source pollution control based on the behavior of large-scale growers is put forward.On the basis of game analysis of fertilizer non-point source pollution control policy and foreign advanced experience,according to policy execution,policy cost control and policy effectiveness,the fertilizer nonpoint source control policy based on the behavior of large-scale growers was established.In the aspect of fertilizer non-point source pollution control policy,improve the policy from combination,incentives,subsidies,investment,and regulatory mechanism.In the specific prevention and control program formulation,from the conditional pollution control incentive program,the level of progressive subsidy incentive plan,industrial and research linkage of pollution control plan and the government and agriculture coordinated pollution control scheme,Multi-angle,all-round program coverage.Finally,combined with fertilizer use innovation and modern data technology,policy design,policy implementation and fertilizer non-point source pollution prevention and control of the end of the capital side for fertilizer non-point source pollution control policy set policy guarantee.The results show that:the policy of non-point source pollution control in China is characterized by the coexistence of effective and weak factors on the whole,the policy system is effectively constructed,and the development degree of various auxiliary technical means needs to be improved.However,the long-term policy system of fertilizer non-point source pollution control based on the behavior characteristics of large-scale growers has not been established yet,the way of non-point source pollution control policy for large-scale growers is not clear,and the degree of interest consideration for large-scale growers,the subject of market segmentation,is insufficient.The factors such as the cognition,preference,and characteristics of large-scale growers and planting utility have a strong feedback to the policy of fertilizer pollution control and fertilizer reduction from non-point sources.From the perspective of subdivision,the impact of government intervention on non-point source pollution control and fertilizer reduction on major planters is different,and it should be advocated to establish a policy system based on policy linkage and government-market-major planters interaction on non-point source pollution control and fertilizer reduction.From the interaction between policy and large-scale growers' behavior,it can be seen that incentive policies and punishment policies have a strong impact on large-scale growers,while technical auxiliary policies have a weak impact on technology adoption behavior of large-scale growers.However,in view of the leverage role of science and technology in agricultural planting industry,it is necessary for them to play a role as auxiliary policies.Based on this,this paper intends to start from the control mode,incentive means,subsidy degree,investment intensity and supervision mechanism,give full play to the role of the above main policy tools,formulate incentive scheme for conditional pollution control,construct hierarchical progressive subsidy incentive mechanism,explore the industry research linkage pollution control mode,improve the effect of fertilizer non-point source pollution control by using the coordinated control mechanism of government and agriculture market,and comprehensively take into account the role of data technology in the control of non-point source pollution of large-scale growers.This paper explores the policies related to the control of fertilizer non-point source pollution of large-scale gwowers under the modern governance mode and the ecological mechanism of agricultural development.the policy system based on the behavior of large growers is established from the perspective of political,agricultural,commercial and other subjects,so as to consolidate the effect of non-point source pollution control of fertilizer in China,and realize the coordinated development of economic and social benefits.The policy system based on the behavior of large-scale growers is established,which compacts the pollution control effect of non-point source of fertilizer in China,so as to realize the coordinated development of economic benefit and social benefit.
