With the development of rural economy in our country,great changes have taken place in production and life in rural areas.On the one hand,great achievements have been made in development.On the other hand,environmental pollution in rural areas has also been serious,affecting the production and life of rural residents.Improving the rural environment is the primary goal of the construction of a new socialist countryside in our country.It is the righteousness of balancing the development of urban and rural areas and realizing the revitalization of the countryside.Agricultural non-point source pollution is the crux of rural environmental pollution.Therefore,solving the problem of agricultural non-point source pollution is of great significance to rural areas.The development of agriculture will naturally be accompanied by the production of agricultural pollution.In recent years,due to changes in the production and management methods of rural households,the non-point source pollution of agriculture has shown a rapid deterioration.Theoretically speaking,farmers engaged in agricultural production are rational,and their decision-making must be encouraged and restrained by some policy systems.Only by finding out the institutional factors that affect the decision-making behavior of farmers can the farmers'production and management be further standardized by modifying the system.Farmland property rights are direct institutional factors that affect agricultural production.They mainly include the land property rights system,land contracting management system,and land circulation system.These systems give farmers some rights over land,including land ownership,land transfer rights,land use rights,land income rights,and land disposal rights.Farmers make management decisions based on their perception of these rights.Second,the characteristics of labor input,farmland management,and investment characteristics of rural households all influence the production and management behavior of rural households,which in turn affects the occurrence of agricultural non-point source pollution.This study clarified the peasant households' cognition of farmland property rights through a sample survey of 238 farmer households in 16 villages in three counties of Sanming City,Fujian Province;using descriptive statistics to analyze farmers' farmland use,farmer's production and management practices and agricultural non-point source pollution Etc.Because agricultural non-point source pollution is directly produced by the farmer's production and management behavior,the farmer's production and management behavior is taken as the dependent variable,and Logit regression model is used to establish a regression analysis of the farmer's production and management behavior and the recognition of farmland property rights.Empirical research shows that there is a significant correlation between the recognition of farmland property rights and the production and management behavior of farmers.The characteristics of labor input,land management,and farmer household investment have a significant impact on the production and management behavior of farmers.This paragraph has been modified.According to the research results,the policy recommendations are proposed from six aspects:first,reconstruct the main body of agricultural land property rights,and clarify the relationship between power and responsibility;second,stabilize the contract relationship of land and stimulate the enthusiasm of farmers for agricultural environmental protection;third,improve the circulation system of agricultural land and reduce The degree of fragmentation of agricultural land and the realization of economies of scale;Fourth,the positive behavior of farmer households is encouraged by positive incentives,and the regulatory constraints are supplemented.Fifth,rural environmental monitoring workstations are established to monitor agricultural production in real time.Sixthly,extensive publicity and education activities are carried out,raise farmers' awareness of environmental protection.
