Research On Environmental Regulation And Light Industrial Competitiveness In China

The report to the 19th national congress of the communist party of China(CPC)clearly indicates that it is necessary to strengthen pollution prevention and enhance ecological improvement.To promote high-quality development and ecological and environmental protection is the fundamental solution to pollution as well as protect the environment.The traditional model of industrial development based on the consumption of resources and the sacrifice of the environment is not sustainable,and it has great urgency to conduct transformation and upgrading.It is of great significance to promote the construction of ecological civilization and realize the development concept to promote the industrial transformation and upgrading of the manufacturing sector and comprehensively improve the industrial competitiveness.Light industry is the traditional dominant industry of our national economy,which plays an important role in the development of economy and society.Light industry is the manufacturing industry producing consumer goods,highly related with people's livelihood.It features serving the public and the local economy,obvious stimulating economic growth of China.However,it is common that extensive development of light industry brings about pollution,emission and sacrifice of resources,which restricts further improvement of light industrial competitiveness.Stringency of environmental regulation and control for developing ecological civilization adversely force enterprises to transform their production to be greener.Vigorously promoting green development is an inevitable requirement for building a modern economic system.Porter Hypothesis(HP)which discusses environmental regulation,technology innovation and enterprise competitiveness with its core:under certain conditions,environmental regulation can promote the competitiveness through technological innovation,produce win-win achievement of environmental regulation and competitiveness both,and technological innovation is a driving force for light industry to improve.From the practice in China,the public acknowledge the strict rules over environmental protection as the up-growing consciousness of ecological environment,but it brings up burdens for some enterprises,especially strict environmental protection standards and complicated environmental assessment from Environmental Protection Department,while some enterprises change production mode and improve their competitiveness through technological innovation under the pressure of environmental regulation.Whether environmental regulation promotes the development of enterprises and whether it promotes the competitiveness of the industry has not yet reached a consensus theoretically and practically.This dissertation establish research procedures in light industry context from perspective of industrial competitiveness as following:theory analysis of environmental regulation affecting industrial competitiveness-------the present situation of light industrial industry competitiveness in China-------the empirical studies on how environment regulation affect the industry competitiveness-------countermeasures and implications".This dissertation mainly focuses on how light industrial competitiveness changes in chronological order and spatial distribution.Can environmental regulation affect its competitiveness?Does its relationship exist threshold effect and regional heterogeneity?How to promote the competitiveness of light industry in China?Research framework is structured:the first three chapters include introduction,literature review and theoretical analysis.The middle part is the empirical study.The last two chapters illustrates countermeasures and implications.It will be elaborated as following:Firstly,the internal logical for improving light industry competitiveness is analyzed in the perspective of pressure from resources and ecological civilization.This dissertation analyzes the effect of environmental regulation and technological innovation on industrial competitiveness theoretically.Environmental regulation increase management cost for enterprises.Enterprises automatically improve productivity in order to offset the cost by developing green energy,leveling down energy consumption and pollution techniques.The cooperation of environmental innovation can efficiently encourage enterprises to improve its competitiveness.Innovations in techniques or in developing new energy policies can improve enterprise competitiveness.At the same time,environmental regulation has raised the threshold of industry entry,and the improvement of industry concentration has further enhanced the overall competitiveness of the industry.Secondly,the DEA evaluation model of the competitiveness of China's light industry is constructed based on the non-expected output as to evaluate and analyze the competitiveness of light industry in China.The results show that the efficiency of light industrial competitiveness improved on time dimension,but has spatial unbalance.Most of the eastern regions has the highest competitiveness.The central and western regions is the subsequent.The northeast of China light industry competitive power is weak.The distribution of light industry competitiveness shows positive spatial autocorrelation.High competitiveness area shows changes from concentration to fragmentation distribution,which improves the unbalanced distribution.Thirdly,based on the dynamic panel model and threshold regression model,the empirical studies firstly penetrate the effect of environmental regulation on technological innovation,and then analyzes the incentive of their cooperation on the competitiveness of light industry based on the dynamic panel model and threshold regression model.The empirical results show that environmental regulation can significantly promote technological innovation in light industry,but compared with regions with weak environmental regulation intensity,regions with greater environmental regulation intensity have stronger marginal impact on technological innovation.Both environmental regulation and technological innovation can significantly promote the improvement of the competitiveness of light industry.Their interaction term is positive,and environmental regulation and technological innovation coordinate with each other to promote the improvement of the competitiveness of light industry.Finally,the paper puts forward some countermeasures to improve the competitiveness of light industry in China.It is suggested that enterprises and government should joint together to improve industrial competitiveness.Enterprises should improve the accumulation of human capital and management modernization.Government should standardize the market system,and construct external factors by increasing investment in environmental innovation and technique innovation to improve light industrial competitiveness.Environmental regulation and technological innovation interactively and positively act on improving competitiveness by coordinating internal factors and external factors of innovation.
