The Analysis Of The Impact Of Environmental Regulation On Technological Innovation Of Industrial Enterprises

Since the end of the 20 th century,China's environmental pollution problem has obvious present a "complex,compression type" characteristics,gradually form the developed countries in the middle and later periods of the industrial development trend of the pollution problem.At present,the environmental pollution and resources shortage become the main contradiction of social and economic sustainable development.Enterprise technology innovation is fundamental to solve this contradiction,to achieve social and economic sustainable development and environmental protection is an effective means of "win-win".Therefore,the effects of environmental regulation on industrial enterprise technology innovation as the purpose of this study.First of all,this paper analyzes the impact of environmental regulation on industrial enterprises' technological innovation by using the data between 2006 and 2014 from two aspects of different industries and different regions.It is concluded that environmental regulation restricts the technological innovation of industrial enterprises in China from the whole industry and the whole country.Environmental regulation hinders the technological innovation of industrial enterprises in heavily polluting industries and moderate polluting industries and promotes the light pollution industry Technological innovation in industrial enterprises;environmental regulation to promote the eastern region of industrial enterprises in technological innovation,inhibit the central region and the western region of industrial enterprises in technological innovation.Then,by constructing the evolutionary game model between the government and the enterprises,the paper analyzes the influence of environmental regulation on the technological innovation of industrial enterprises.The conclusion is that the government subsidizes the innovation of industrial enterprises so that the subsidy of industrial enterprises can make up the cost of innovation and reduce the risk of enterprise innovation.The proportion of environmental quality in the government performance evaluation index system should be increased,The government should be on the grassroots government's environmental protection funds to support,so as to achieve both government and enterprises "win-win" situation.Finally,according to the conclusion of the empirical analysis,this paper puts forward the appropriate and differentiation of environmental regulation policy,we will increase support for research and development,a reasonable policy Suggestions such as differentiation of technology innovation policy.
