Analysis On Environmental Protection Inspection And Its Governance Performance

As an important measure of national ecological civilization system and mechanism reform,the central environmental protection inspection(EPI)is a significant institutional innovation in the field of environmental governance since the Economic Reform and open up,which plays an important role in improving local environmental governance and its performance.Over the past several years,the central government has conducted environmental inspection nationwide and achieved remarkable results,but few in-depth and systematic studies have investigated the environmental inspection.Focused on the EPI and local environmental governance,through the construction of a dual track coupling governance analytical framework of bureaucratic governance and campaign-style governance,this paper discussed how the EPI changes local environmental governance behavior and continue to play institutional performance and improve the quality of ecological environment.The EPI has gradually changed from the regional environmental protection inspection and the comprehensive environmental protection inspection,which experienced the stage from “supervision enterprise” to “government supervision” and now in the stage of “party and government responsibility”.As an innovative initiative of the environment inspection program,the EPI is obviously different from the conventional bureaucratic governance and campaign-style governance logic.Through the absorption mechanism in the early stage of inspection,the symbiosis mechanism of bureaucracy and campaign in the process of supervision rectification and the interaction mechanism after the completion of inspection,the dual track coupling of bureaucracy and campaign is realized,and then the dual governance advantages are brought into play.By examining the case of the central environmental inspection implementation in Jiangxi province,we analyzed the absorption mechanism,the symbiotic mechanism and the interaction mechanism between bureaucratic governance and campaign-style governance in the different phrase of the EPI,which influences the logic of local environmental governance and its performance.In the early stage of inspection,the absorption of campaign governance’s elements changed the task scenario of local bureaucratic governance,thus the environmental governance turn into a central political work,and has been highly valued by the locals.Then through the reorganization the environmental bureaucratic system and reconstruction the environmental governance process,the local governments started the "strong movement mechanism" and "re conventional mechanism" at the same time,which realize a new breakthrough in the mode of environmental governance.The inspection rectification governance mode is a kind of mixed governance of bureaucratic and campaign.As the inspection go into dormancy period,the successful experience of the new mode gradually transferred to the local daily environmental governance,and the bureaucracy and campaign finally realize the positive interaction,remolding the local environmental governmance.Based on the grounded theory,we further analyzed the the 31 provincial rectification texts to build a “pressure-adaption-outcome” model from three core category of the inspection pressure,the locals’ adaption and the improvement results of environmental governance.Thus we outlined the utility logic of the dual track coupling environmental inspection.Then based on the PSR model,we constructed a comprehensive evaluation index system of eco-environmental quality from three dimension of pressure,state and response,to evaluate the sub-system and comprehensive system of eco-environmental quality since the EPI are carried out.The result shows by giving full play to double advantage of bureaucratic and campaign-style governance,the environmental inspection not only solved several outstanding environmental problems,consolidated the main responsibility of environmental protection of local Party committee and governments,but also will promote the transformation of China’s green economy and high-quality development in the long term.Therefore,the study points out that we can further optimize the construction of ecological environmental protection inspection through the “dual track coupling”strategy of "bureaucratization" and "de-bureaucratization",to improve the modernization level of environmental governance system and governance capacity.
