Study On Comprehensive Governance Of Environmental Protection Of Ceramic Industry In District C Of H-City From The Perspective Of Campaigning Governance

Campaigning governance,as a special governance mode and traditional conventional bureaucratic governance,runs through the entire history of China along with traditional conventional bureaucratic governance,and is an important part of national governance.When conventional governance fails,Campaigning governance that breaks through traditional bureaucratic institutions will be initiated.Although Campaigning governance is easy to achieve short-term success,in fact,it has a series of difficulties in the operation of the grass-roots level,leading to the failure of the Campaigning.Under the influence of the policy of double transfer,the ceramic industry of H-city has developed rapidly,and the rapid development of ceramic industry has brought about not only the economic development,but also the rapid rise of pm2.5.The air quality in district C was deteriorating,the environmental pressure continued to increase,and environmental protection work had been paid more and more attention by the government of district C.Since 2010,the government of the district C carry out conventional governance of the ceramic industry,and from 2012,coal to gas was deployed in the ceramic industry.However,in the annual concentration of pm2.5 in 2013,H-city ranks first in Guangdong province,and district C,as the main producing area of H-city ceramics,accounts for more than 90% of the total emission of sulfur dioxide from ceramic enterprises in district C,which is more serious in environmental pollution.In the case of poor governance effect of conventional governance system,environmental governance resort to Campaigning Governance,and ceramic industry had become a key rectification object.The government of district C set up a leading group for comprehensive governance of environmental protection of ceramic industry,which is headed by the standing committee member and executive deputy head of the district,to comprehensively manage the environmental protection of the ceramic industry in district C,and to prevent the scattered pollution phenomenon of the ceramic industry through unconventional means.However,this kind of irregular governance mode not only brings short-term governance benefits,but also has the dilemma of non-institutionalization of governance means,mandatory governance process,high governance cost and easy rebound of governance effect.With the disappearance of the political task of coal replacing gas,the atmospheric pollution control of ceramic industry is quickly trapped in the dilemma of conventional bureaucratic management.The reason is that a continuous and effective governance mechanism has not been established.In summary,the process of comprehensive environmental protection of the ceramic industry in district C of H-city is in line with the characteristics and operating modes of Campaigning governance.This paper selects the comprehensive environmental protection of ceramic industry in district C of H-city from 2013 to 2015 as the research object and conducts interviews method and case study method,observe the comprehensive governance of ceramic industry environmental protection in district C of H-city from the perspective of Campaigning governance,investigate the background of comprehensive environmental protection management of ceramic industry in district C,explore the reasons for launching Campaigning governance,and analyze the case difficulties in governance,what are the underlying reasons behind these dilemmas? Furthermore,it puts forward policy suggestions for the comprehensive governance of the ceramic industry in district C of H-city,with a view to providing a useful reference for the further promotion of comprehensive environmental protection management of the ceramic industry in district C of H-city.
