| There are two ways of state governance,one is step-by-step conventional institutional governance,and the other is unregularized and non-institutionalized campaign-style governance.The two present a complementary and transforming relationship to a certain extent..As a governance model with local characteristics,sports governance has long existed in China’s governance practice,and it has no shortage of its presence in the fields of politics,economy,culture,society and ecological construction.Campaign-style governance is an important means by which the government can concentrate its efforts on breaking up routines to manage emergencies and incurable diseases.The authority of the governance subject,the specificity of the object,the programmatic nature of the process,and the resilience of the results are all its distinctive features,and it also has its own Unique trigger mechanism and operation process.The Third Plenary Session of the Eleventh Central Committee opened a new historical period of China’s reform and opening up.On the one hand,the rapid economic and social development,on the one hand,the increasingly serious environmental pollution problems,and the prevention and control of air pollution has become a research field of great concern.As for the Beijing-Tianjin-Hebei region,since 2013,the air pollution problem in the region has entered people’s vision and attracted many attentions.For a long time after that,the Beijing-Tianj in-Hebei region has been devoted to air quality.The improvement of air pollution has promoted the routine treatment of air pollution,but it still often faces the embarrassment of failure.The gap of conventional treatment is similar to the "XX blue”movement of air pollution.The practice of air pollution is still not uncommon.This inside story is worth exploring.Based on this,this paper selects the 2017-2018 autumn and winter air pollution battle as a research case.Based on the review of relevant literature and government public information,from the perspective of governance theory and government governance theory,the Beijing,Tianjin and Hebei area air pollution campaign is considered that the occurrence of the type of governance has a great correlation with the ineffectiveness of conventional governance.It is found that although the situation of air pollution is severe and the sources of pollution are diverse,the Beijing-Tianj in-Hebei region has made decisions by formulating policies and regulations,adjusting industrial structure,and establishing a collaborative mechanism.The efforts of conventional air pollution control have been implemented,but due to the challenges of the differentiation of local government interests and the different rules of air pollution control,the governance resources in the region are still scattered,and the effects of conventional governance are very limited,and under the appropriate opportunity,conventional governance will be transformed into sports governance.The case selected in this article,the battle of air pollution in autumn and winter,is opened at the moment when the focus of conventional governance failure and the goal of"Atmospheric Ten”is urgently completed.Relying on the administrative mobilization and social mobilization of the main body of the government,through top-down movement governance,the internal bureaucratic resources of the government system and the external enterprises and mass resources have been aggregated.The atmospheric quality of the BeijingTianj in-Hebei region in autumn and winter is short.Significant improvements have promoted the smooth achievement of goals and tasks,and have many effects that conventional governance does not have.However,it is unavoidable that the unconventional and noninstitutional campaign-style governance methods have excellent governance effects in a short time,but they are not a long-term plan.There is also a weakening of local government’s longterm governance capacity building of air pollution,and the governance results are easy to repeat,prejudice to legal authority,encourage speculation,and low overall efficiency.From an objective point of view,existence is justified,and sporty governance is a rational choice under the realistic conditions of insufficient government governance resources.It complements conventional governance and may not disappear within a short period of time,but how to get out of the air pollution in the Beijing-Tianj in-Hebei region The predicament of campaign-style governance,and thus the realization of normalized governance,are issues worthy of our consideration.Therefore,on the basis of drawing on the experience of pollution control in developed countries,this article proposes an appropriate transformation of the air pollution movement control from the path of improving the rule of law,close intergovernmental cooperation,and cultivating multiple subjects,and looks forward to the normalization of the Beijing-Tianjin-Hebei region. |
