With the emergence of the energy crisis and the deteriorating environment, the development of renewable energy has been taken more and more attention of the world. Wind power generation has significant advantages such as pollution-free, short construction period, investment flexibility, small footprint, low cost. Consideration to the comprehensive resources, technical, economic, environmental and other factors, developing wind power is the strategic choice to solve our energy crisis and has significant environmental benefits, social benefits and economic benefits. In recent years, the technology of wind power generation is becoming an optional (market competitive) electricity generation technology with declining of fans manufacturing costs and growing of operating experience. However, the proportion of wind power in total energy consumption is still low in China, and comparing to wind power development and utilization of advanced countries, our policies is far from being perfect, the evaluation system of wind power development and utilization is not science and the society benefits bringing by wind power has not fully understanding.By using the management, micro-economics, probability theory, operations research and other disciplines of the basic theories and methods, this paper taking a concrete theoretical analysis and model inference combined with electricity market and the various characteristics of power systems, and by analyzing relevant examples, has addressed the following key issues:(1) The rise of large-scale wind power in recent years, the evaluation of wind power is very imperfect understanding. From the perspective of sustainable development, how to assess the social benefits of wind power in scientific and effective way;(2) We general believe that price response will increase the relationship between wind and load, and the generation situation of wind park also will affected the local price, therefore, there is the relationship between wind changes and the consumer price response. In the case of large-scale wind power, we need to consider how the wind power would affect the clearing price of electricity market and the user's price response;(3) Wind power grid will affect the power system economic operation, so it should be considered that how extent of the forecast errors of wind power will bring to power system when we study the economics of wind power, how the traditional thermal power distribution and scheduling will change and how the power system operating cost and the situation of CO2 emissions will be affected after the wind power network. In order to minimize these effects, what could be taken in the existing technical and economic conditions. This paper is composed of five parts. Firstly, the technology and cost structure of wind power and conventional power generation is analyzed. Then, the fixed and variable cost of different types generating units as well as environmental cost of conventional power generation is got. Secondly, the load of wind power and unit capacity distribution is studied in views of wind power generation technology, so as to analyze the capacity of various power generation and generation distribution. Thirdly, based on the previous studies, the assessment model of expected social benefit of large-scale wind power generation is established. In addition the model is advised to be widely used in the economic and risk assessment of wind power generation project. Fourthly, the impact of wind power integration into network on the demand-side response price in electricity market is researched. What is more, the relationship between wind power variety and consumption price is displayed. Fifthly, wind power impact on power system is deeply stated from the economic point of view. And it is studied from the prediction, unit distribution, operation cost and CO2 emission and so on. In addition, the proposal on the construction of energy storage system is given based on the influence given above and the its economic benefit is analyzed as well.Therefore, the issues which this paper solved has important theoretical and practical significance to enhance the community awareness of the wind power, improve the technical and economic evaluation theory of wind power and other new energy power generation projects and promote China's new energy sustainable and healthy development.
