China has begun to vigorously promote the development of electric power demand side management in order to meet the contradiction between power supply,energy shortage and environmental pollution in recent years,meanwhile to satisfy the electricity needs of the social economic development and people's life.The impl ementation of demand side brings new characteristics to the operation environment of power grid,so the power grid planning is also facing more and more uncertain factors.But traditional power grid planning is hard to cope with the challenges of these u ncertainties.As the most important economic means of demand side management,the most important role of peak and valley time-of-use price is to reduce the maximum load,and then influence the load forecasting in the power grid planning.So it can u ltimately affect the design scheme of the power grid planning.In order to make the power grid planning under the background of demand side management can guide the construction of the power grid more reasonable and effe ctive.This paper proposed a novel programme of network planning considering time-of-use price whose implement could adjust power load and affect networking planning,and the key links in the new power grid planning process are studied : First,a time division scheme based on the attribute of peak and va lley membership is proposed,and the response behavior of users to peak-valley time price is studied based on the principle of consumer psychology,and a response model is set up to fit the load of different periods after the response;Second,the cost-effectiveness of demand side management participants is analyzed,and based on that,a peak and valley time-of-use price model considering the interests of each participant is created;Third,quantifying the impact of peak and valley time-of-use price on load forecasting in power grid planning,a power grid planning model considering peak and valley time-of-use price is established.Finally,the composition of the cost and efficiency in the planning of the traditional power grid and the plan of the peak and valley time-of-use price is discussed and analyzed in detail.And select reasonable evaluation indicators and compare the economic benefits of the two power grid planning schemes,analyze the economy of the new power grid planning considering peak and valley time-of-use price.Combined with the research results of this paper,three aspects of the load forecasting model considering the influence of demand side management,the demand response of power users and the power supply reliability considerin g the influence of peak valley time price on the power supply reliability are put forward.In order to not only make effective and reasonable power grid planning,but also further promote the development of demand side management.The analysis of the area of the example shows that: On condition that the peak and valley time-of-use power price strategy is reasonable,compared with the traditional power grid planning,the capacity and line size of the planning scheme consi dering the impact of peak and valley time-of-use price are decreasing,but it can still meet the regional power load demand.Moreover,the scheme can also ensure that all the participants of the demand side management can get more profits,which can e ffectively reduce the cost of electricity consumption while effectively saving the investment of power grid corp,and effectively improve the economic and rationality of the power grid planning.
