Development and utilization of urban underground space greatly reduces the City Syndrome, such as environmental degradation, traffic congestion, air pollution etc, which is caused by the sharp increase in urban population, while it makes the urban underground space security issues becoming more prominent, which caused by inadequate safety facilities, poor safety awareness of residents, urban underground space safety management system, the lagging laws and regulations and other factors. Based on the analysis of the safety management status and problems in urban underground space, taking begin with the study of externalities of urban underground space, this paper analyzed the main body, receptors and behavior relationships of externalities in urban underground space, and built the security control model of externalities. This paper proposed government regulation, corporate governance and social supervision of the management measures from the perspective of externality governance, analyzed the demand and supply of government regulation, constructed the game model of government and corporations, proposed the security management model and safety management information system of corporations, and based on the results of the study, designed the system for security management of urban underground space.
