China's Urban Underground Space Development Problems Of Government Countermeasures

Along with the promotional process of urbanizations in our country, there appear the contradiction between rare land and expansion of cities. It has become an important method in setting up energy-saving and harmonious cities to develop the underground spaces. In this paper, the demand for developing underground spaces is expounded first and brief introduction on the current situations and achievements will be on hand.legislation on underground spaces in our country will be introduced.In the second section, this paper analyzes the problems in the development of underground spaces, including problems in laws, in planning, in administration and in safety use.In the following third section, all the above problems and causal reasons are analyzed.The fourth section is the center, which focuses on the countermeasure research of government in developing underground spaces. On three aspects of developing strategies, laws and regulations and administration methods, this paper proposes to construct the law systems in the usage right of urban underground spaces, to make a general plan of developing underground spaces, to set up the management mechanism and systems and to build the disaster forecast systems for underground spaces involving concrete methods which are available and can be operated.Based on the special structure of urban land property in our country and the reality that there exist the shortcomings of relative laws and regulations for underground spaces, this paper begins with problem analysis and the reasons in developing underground spaces and tries to probe the two ways to realize government faculties:on one aspect the government should issue administrative regulations to standardize and regulate the development of underground spaces; on the other aspect the government should directly use administrative methods and behaviors to guide and manage the development of underground spaces so that the development of urban underground spaces in our country can follow the route of legalization, standardization and scientification.
