Research On The Government Governance In China's New Energy Industry Development

Energy is an essential condition for human living and social development,which provides sustained power for the development of economic society,thus holding an important position in the process of national development.However,natural gas,coal,oil and other fossil energy resources are non-renewable resources and are reduced sharply due to the continuous exploitation and utilization.During the process of use,the balance of ecological environment is broken,environmental pollution and extreme climate changes are caused in a worldwide range.China faces the pressure of energy shortage as its rapid development in economy requires more energy supports.At the same time,China also faces an important issue that how to control the carbon dioxide emissions during its economic development.In such severe situations,new energy provides a new way for China's economic development.New energy has two advantages,i.e.satisfying the energy demand,and reducing the pollutant emissions.However,China is still in the development stage in terms of new energy,and requires deepened exploration and research on the development path in new energy.In China,new energy industry is a strategic and emerging industry,which is of great significance for the long-term sustained development of national economy and the leading position of the state in international industrial competition.As an important field to be developed for a period of time later in China,new energy industry has characteristics of international competitiveness and fast technical development which determine its unique development path to be followed at its early stage compared with other traditional industries.The fast growth of economy is accompanied by high-speed consumption of energy and increasing conflicts between energy consumption and supply.The large consumption of traditional energies such as oil,coal and natural gas in domestic requires more imported energy from other countries,which constraints the economic development of our country.To realize a sustained development in economy,we must make adjustment to existing energy consumption structure,develop new energies to solve the energy shortage problem,give priority to new energy during use and improve the use ratio of new energy.Promoting and developing the new energy industry in our country continuously and effectively is an important work in the government governance and also the duty of the government.Based on the international energy trend and the conflicts between the domestic economic development and energy,this paper studies and analyzes the problems existing in government governance in the new energy industry in China under the realization conditions and strategic opportunities in energy industry in China,introducing relevant theories from government governance innovation,government collaborative governance,government governance modernization and other aspects,elaborating the necessity of government governance for the development of new energy industry in China from theoretical perspective,and clarifying the role and position of China government in its new energy industry development.During the process of new energy industry development in China,government governance is facing realistic difficulties in the following two aspects: severe overcapacity of new energy industry,high occurrence of low-level repeated construction phenomenon;high price of new energy products;new energy industry lacks of necessary government guarantee,while enterprises in the industry lack of guarantee in property right,funds and high end talents.During the process of new energy industry development in China,the government governance is mainly affected by the following aspects: first,the selfish departmentalism in government,local government overly regulates the development of new energy industry with local protectionism,hindering the growth of the new energy market in the country;second,the government lacks of systematic governance and interactive contact with main bodies of the industry,lacks of sound industrial policies and system,and lacks of proper implementation of government responsibilities;third,the government has low efficiency and modernization in its governance work and has limitations in service,besides,the government cannot have an accurate assessment on its work.As new changes have taken place in today's international political structure,China's role and duty as a big country in the world has become more apparent,and its domestic economic and social development has also entered a new era.During the development of new energy industry in China,government governance has played a critical role.The gooddevelopment of new energy industry in China needs the government to continuously improvethe government's governance capacity,increase the implementation of industrial policies such as fiscal policy,tax policy and technological innovation policy,and ensure the stability and predictability of policy implementation;constantly broaden the mode of government governance,strengthen the awareness of government responsibility,improve the positioning of government role,and innovate the operating mechanism of government governance;Continuously improve the government governance structure,coordinate the cooperative relationship between the central government and local governments,government functional departments,government and enterprises,strengthen government collaborative governance,and strengthen the government's propaganda of new energy etc.The innovation of this paper lies in the research perspective,theoretical framework and practical path.This paper studies and demonstrates the problems of government governance in mode selection,role positioning,and government duties from the perspective of the development of China's new energy industry;Government governance includes not only the governance within government organization,but also the governance among different government organizations.Different governance combinations play different roles in different stages of new energy development.The study in this paper has both theoretical and practical significance,which enriches the theoretical research in the field of political system and provides enlightenment and suggestions for further improvement ofgovernment governance in the development of new energy industry.
