Research On Improving The Government’s Performance Level In The Development Of Clean Energy Industry In C County

At present,the development of China’s clean energy industry is still in its infancy,and its development path needs to be thoroughly explored and studied.The clean energy industry is an emerging strategic industry in China and has great significance in promoting the long-term sustainable development of the national economy and its leading position in international industrial competition.Nuclear,wind,solar and geothermal energy have become the main types of clean energy in China.Guided by the macro energy utilization system and supported by the development of the financial system,local governments are increasingly interested in the development of the clean energy industry.In recent years,the government of C County has given full support to the development of the clean energy industry,and has achieved certain results in promoting the development of nuclear power and wind power in a safe and orderly manner.However,many problems remain in the process of fulfilling its obligations to develop the clean energy industry.These include weak economic regulation,lack of market supervision,ineffective social management,incomplete utility systems and inadequate implementation of ecological environmental protection.Therefore,it is very important for C County to optimize the government’s performance to promote the development of the clean energy industry.Accordingly,based on the government function theory and public choice theory,this article uses the literature review method,case study method and interview method,as well as the field survey of the Development and Reform Bureau,Investment Promotion Service Center and Construction Management Center of large-scale power projects in C County in the development of clean energy industry.Compare the current state of government performance and major problems in the process of clean energy industry.In addition,analyze the root causes of these problems,put forward specific measures and suggestions for improving government performance in the development of the clean energy industry in C County,and provide a baseline for promoting the healthy and orderly development of the clean energy industry in C County and other regions.The article shows that the government of C County is currently facing many difficulties in carrying out its functions,including the low level of planning of the local clean energy industry,the inadequacy of the local government’s supporting policies,the imperfection of professional personnel in the clean energy industry,the incomplete layout of the clean energy industry chain,and the lack of orientation to the concept of green production and consumption,regarded as persistent problems.Therefore,this article argues that the C County government should improve its performance level in the following five aspects: first,strengthen the functions of economic regulation;second,strengthen the functions of market supervision;third,strengthen the functions of social management;fourth,strengthen the functions of public service;and fifth,strengthen the functions of ecological environmental protection,so that the local government will continuously optimize its performance capability and promote the healthy development of the clean energy industry in C County.
