As the center of human politics,economy and culture,the city is the gathering place for human production,life,activities and wealth,as well as the main source which is affected by various contradictions in the process of urbanization.As the pace of urbanization has accelerated,the contradiction between urban construction and resource environment has become increasingly severe,and the sustainable development of the city has become an important topic in the new era.With the evolution of concepts such as green,ecology and sustainable development,new urbanization has gotten a deeper and broader connotation.In the process of resisting challenges from the changing times,the city,as the primary acting point and implementation platform for human to adapt to nature and respond to environmental changes,is no longer an isolated urban space,but an organic synthesis of “urban construction” and “economy,society and ecology”,which involves a process of dynamic development.The urban green ecological planning and construction system starts from the idea of green ecological adaptability to advocate model of the multi-system coordinated development.It involves the whole process of compiling,implementing,controlling,evaluating and regulating the urban planning.Meanwhile,it is necessary to develop a reachable planning and construction guideline and management system,in order to better meet the deep-seated requirements of new urbanization.Following the idea of “theoretical research—system construction—method exploration—technical integration—practical verification—summary and prospect”,this study takes the coordinated development of urban natural ecological elements and urban spatial elements as the research foundation,applies theories of ecology,systematicness,complexity and adaptive development and starts from perspectives of “method guidance”,“technical guidance”,“mechanism operation”,“implementation management”,“performance control”,“assessment regulation” and “policy guarantee”,to construct a framework for an overall analysis on the green ecological adaptive development of the city,explore and discuss the specific implementation paths and adaptive technologies in the field of urban green ecological planning and construction,and systematically and deeply analyze the mechanism of coordinated coupling between green ecological development and urban planning and construction.In addition,taking 28 demonstration zones of green ecological adaptive planning and construction in southern Jiangsu as an example,this paper explores the implementation path and performance management system of green ecological adaptive planning and construction.Furthermore,the key performance control factors in southern Jiangsu are extracted to provide guidance for the construction of green ecological adaptability in southern Jiangsu.The urban green ecological development system is one of the important contents for studying sustainable development in urban and rural planning and construction.It involves 3fields of nature,economy and society,covering economy and industry,natural ecosystem,highperformance green building system,green transportation,solid waste,water resources recycling,energy efficient application and other aspects.This paper focuses on the main research contents as follows.First of all,relevant basic theories are summarized;the connotation and significance of green ecological adaptability are elaborated;and inherent requirements of green ecological development,as well as the positioning and important influence of green ecological development in the planning and construction system are analyzed.Secondly,the model(I-NATURE)for green ecological adaptive planning and construction and the adaptive technological framework are built for southern Jiangsu.Thirdly,the implementation path for the green ecological adaptive planning and construction is explored.Fourthly,on the basis of analyzing 28 demonstration cities in southern Jiangsu,this paper builds the technological system,performance control system,key element performance control guideline and performance control system for the green ecological adaptive construction in Southern Jiangsu.Fifthly,the above research results are based to analyze and evaluate the whole process of the planning and construction of the Wujin Green Building Industry Cluster Demonstration Zone as a typical case of green ecological adaptive development based on a city-industry integration.Innovative perspectives,the multidisciplinary research methodology and the dynamic analysis model of this paper guide the overall innovation of this study.And this study has the main innovation as follows.(1)Innovation in perspective: this study analyses and clarifies the uniqueness of the green ecological adaptive planning and construction system compared with the traditional planning and construction system,as well as its isomorphic relationship with the new urbanization construction,and creates a new perspective for studying urban planning and construction in the field of green ecological adaptation.(2)Innovation in methodology: multi-perspective,multi-level and multi-disciplinary research methods are used to study the mechanism of linkage between the green ecological adaptive system and urban spatial development,and improve measures for technology,performance control and performance evaluation of the green ecological planning and construction in Southern Jiangsu.(3)Innovation in results: Guidelines for multi-system(I-NATURE)and multi-level(planning construction,performance control,performance evaluation,optimization and regulation)examinations and evaluations of the urban green ecological development of Southern Jiangsu are constructed.(4)Innovation in practice: The effective connection between the green ecological adaptive system and the existing planning and construction system is applied to Southern Jiangsu and typical cases.In summary,research results are obtained in the theories,technology,implementation,performance control and evaluation,operational management and other aspects of the green eco-city development.Moreover,an empirical study and analysis is made on Southern Jiangsu,which has some practical significance and reference value for the development of urban planning and construction in the green ecological field of China,and lays a foundation for comprehensively promoting the research and practice of constructing green ecological cities in China.
