Grasping the basic needs of urban safety development and striving to build safe and developing cities is an important manifestation of adherence to the overall national security concept in the new era.It is also an extension of the goal of realizing the modernization of the national governance system and governance capabilities in the field of safety development.However,with the global climate change and the acceleration of urbanization,the population,functions and scale of cities have been expanding."In case of heavy rains,there will be waterlogging" has become a true portrayal of many cities in my country.Therefore,flood disasters have brought new challenges to the development of urban safety and also put forward new requirements for urban safety management.Facing the inevitability of urban flood disasters,making full use of the city's own resources and improving the preparation,response and recovery capabilities of the entire disaster management process is an important way to effectively reduce the loss of flood disasters.This path emphasizes the transition from passive emergency management to normalized disaster management.The key is to establish social resilience in urban flood disaster management.However,the academic community has not yet reached a consensus on a "reasonable disaster social resilience framework and its scientific verification method".Therefore,this research starts from this basic question and mainly explores the following aspects:Firstly,based on the disaster management process and the capacity/resource factors in disaster management,this thesis formed the social resilience analysis framework of urban flood disaster management.Based on this framework,a threedimensional social resilience evaluation conceptual framework of "urban disaster capacity-urban resource endowment-urban resource allocation" for urban flood disaster management has been established to comprehensively examine the performance and specific meaning of social resilience before and after the occurrence of flood disasters to clarify the social dimension factors that need to be paid attention to in urban flood disaster management.These social dimension factors also provide a decision-making basis for urban flood management.Secondly,systematically searched and screened the literature related to urban flood disaster management social resilience,conducted in-depth analysis and qualitative evidence synthesis of relevant original research,and initially condensed the social resilience factors of urban flood disaster management.The specific process includes: systematically retrieving existing research on urban flood disaster management and social resilience factors in best governance practices,identifying the social resilience factors that constitute urban flood disaster management,and integrating different original research on this basis to establish a social resilience index system,and use the harvest plot method to analyze the applicability of the evaluation index system in Chinese management situations.Third,based on the evaluation concept of "policy receptor experience feedback",the service request data of Chengdu political management platform was used to verify the urban flood disaster management social resilience evaluation system formed by this research.The data from the online government platform can capture the crisis perception changes of the public and the number of service requests after the flood disaster event.The fluctuation of the number of service requests has a positive correlation with the degree of social resilience of the city.That is to say,the number of public service requests with higher levels of social resilience will show smaller fluctuations,which in turn illustrates the rationality of the social resilience measurement index system.Finally,based on the social resilience evaluation index system and city-level crosssectional data constructed in this study,an equal-weight evaluation method is used to evaluate and analyze the social resilience level of 30 municipalities and provincial capitals(excluding Lhasa)of China.By explore overall characteristics of social resilience and the difference in scores of different measurement dimensions of these cities to analyze the heterogeneity of urban social resilience levels and to identify key indicators that affect urban social resilience.The results will be useful for responding to problems encountered in urban management practices in my country and providing policies for urban flood disaster management practices.Based on the above research content,the main findings and conclusions of this research are:Firstly,in the current,urban flood disaster management practices paid more attention to post-event disaster response and disaster recovery,while the normalized disaster preparedness and disaster mitigation capabilities have not yet been fully established.We should fully understand the importance of a normalized social resilience building system and its value in improving the effectiveness of urban disaster management in our country,and enhance the city's comprehensive disaster prevention and mitigation capabilities.Secondly,the level of social resilience of urban flood disasters governance in China is relatively weak.Among them,the construction of "hard" adaptability in infrastructure and other areas has developed rapidly,and the construction of "soft" adaptability in humans has progressed slowly.Thereby,multi-level and dynamic urban disaster adaptation and response capabilities should be strengthened and improved by the means of raising the public' awareness,flood disaster insurance system,citizen participation and social capital cultivation.Thirdly,as an intra-system channel for the collection of public opinion and the expression of citizens' interests,the political management platform can indirectly reflect the social resilience level of urban flood disaster management.The use of data from the political management platform can better capture the short-term effects of urban flood disaster management and the phased progress of social resilience construction,and provide reference for the evaluation and reflection of social resilience construction policy and policy optimization of urban flood disaster governance.Fourthly,there are large differences and inconsistencies among cities in the social resilience level of urban flood disaster governance in my country.Social factors are a special resource,and multiple factors affect the strength of urban social resilience.Different cities should match their policy weaknesses in establishing social resilience and implement targeted social resilience cultivation mechanisms.In addition,urban disaster reduction collaborative networks and collaborative decision-making platforms based on interests\practice\destiny of communities can balance the imbalance of regional development and improve the overall level of disaster social resilience and long-term disaster prevention and mitigation capabilities of the city.The innovations of this study are: Firstly,it has changed the disaster governance understanding from the traditional perspective of social vulnerability to perspective of social resilience of whole processes of disaster governance in some extent,and establishes a social resilience measurement framework in the context of flood disaster governance,and strengthened the connection of pre-disaster,during-disaster and postdisaster governance stages,which has improves the predictability and guidance of urban flood disaster governance.Secondly,the innovative use of evidence-based methods to systematically synthesize social resilience measurement indicators in the context of urban flood disaster governance,expands the application of this method in the field of disaster management research,and provides a systematic research path for disaster management.It also promoted the application and transformation of related research results.Finally,it emphasized the importance of social resilience to the governance of urban flood disasters in my country,which change the traditional governance thinking that paid more attention to structural measures to the daily management practice of urban flood disasters.The social resilience approach also provides a basis for decision-making and the comprehensive disaster governance at the city level.
