Due to global climate change,cities are facing increasing risks of flooding.How to improve the predictability and guidance of urban planning for flood disaster has gradually become global hot-spot issues in the field of urban disaster prevention plans.The cognition of flood disaster has gradually changed from antagonism to adaptation.“Resilience” has become an important theory of example cities to improving the adaptability to flood disaste.From the perspective of resilience,this paper discusses the formation mechanism of urban flood,the mechanism,element and function of urban responding to flood disaster needs theory research and practice summary.In view of this,from the perspectives of urban planning,urban ecology,urban hydrology,urban disaster prevention,urban geography and other disciplines,this paper follows the logical framework of "theory-empirical",and makes theoretical interpretation and empirical analysis on the formation and response of flood disaster under the concept of resilience.Theoretically,based on the formation mechanism of flood and the connotation of resilient cities,this paper puts forward the academic proposition of "construction of urban resilience space responding to flood",which refers to the urban spatial elements and their combination state that carries all kinds of flood-responding activities.Such urban space aims to reduce the occurrence probability of flood,enhance ability adapting to flood,and reduce the adverse effects of flood.Referencing SPRC(source-patheway-receptorconsequence)model framework,this paper divides the index of urban resilient space responding to flood into three evaluation modules: flood risk,resilience function and impact of resilience,which is according to the logical line of "disaster source-action path-disaster receptor-disaster impact".The empirical analysis part,using the theory deduction,literature review,spatial analysis,field investigation,mathematical statistics and other methods,this paper makes an empirical analysis on the spatial resilience responding to flood in the city centre of Nanning,and carries out the evaluation of spatial resilience from the aspects of flood risk,resilient function and resilient impact with the data on elevation topography,river network structure,rainfall characteristics,land use,land construction intensity and population distribution from December 2018 to December 2019.The results shows: The flood risk area of nanning is concentrated in the old communities and some low-lying areas in the city centre.The flood risk in Nanning is decreasing from the center to the periphery.The adaptive function level of each river is distributed uniformly,and the security function advantage of the city center is more prominent.The resilience of urban space is closely related to the urban infrastructure.Then from the spatial network pattern optimization,spatial resilience function positive interference,emergency management system improvement and other aspects of Nanning to deal with the flood disaster of urban resilience space construction countermeasures,which follows three main ideas: optimizing the spatial structure of the network from the spatial logic of point-line – plane;Combined with engineering measures(such as infrastructure strengthen,water environment quality improvement,rigid measures,communal streamline organization)and management means(such as local community construction,flood control consciousness education,post-disaster psychological counselling,emergency financial reasonable allocation,flood control system improvement)to improve the security,adaptation and reserve capacity of urban space.Doing with predisaster contingency plans and legal system improvement(before disaster),smart management delegate(disaster happen),multiple involvement in disaster relief advocation to improve the urban emergency management system.This paper has certain theoretical support for the cognition of urban flood adaptation mechanism,urban flood prevention,urban spatial adaptation countermeasures.It also needs to be constantly verified and optimized through planning practice and urban construction.
