As the organizer and commander of railway transportation activities,the train operation department is a real-time monitoring,open and dynamic operating system with traffic officers as the core,management as the center,transportation facilities and equipment as the foundation and environment as the condition.As the most important and dynamic factor in the train operation department,employees are involved in all areas.They are not only the implementers in the field of security management,but also the objects of safety management.What's more,personnel can be both the initiator and the victim of accidents,with dual attributes.Their safe behaviors and activities are directly related to the safety of railway transportation.With the gradual transformation of China's railway safety management concept into “risk management”,“people-oriented”,“personalized management” and so on,the site safety management of train operation department will face new challenges.Assessing the safety behavior risks more accurately,and developping more personalized risk response strategies are important theoretical issue in the field of railway traffic security management system,and a very urgent thorny problem that need to be solved on the railway site to realize effective tracking control of key people,key events and key time periods.To solve the above problems,based on the relevant research of domestic and foreign experts and scholars,this paper proposes a safety behavior risk control method of train operation department based on grid management.The method uses grid to locate and classify the workers in the train operation department.With the disaster factor as the core,the innovative three dimensional risk assessment matrix model and the improved system dynamics model are used to carry out personalized risk assessment and precise risk response to the safety behavior risk of the field operators in the train operation department.Moreover,the communication,consultation,monitoring and review activities are integrated into the whole risk control process,realizing the free flow of risk information among grids,and promoting the continuous and dynamic improvement of risk control of security behaviors.The modeling process innovatively improves the safety behavior risk control mode of the existing train operation department.This paper mainly focuses on the following three aspects:(1)A new safety behavior risk grid management method is proposed in this paper.The grid is a kind of logical virtual grid with human participation,and it has obvious spatial properties of time,space and events.By introducing spatial position variables,the meshing management can accurately present the events of employees in any cell grid at any time in the "grid-element-time" three-dimensional spatial coordinate system.From the perspective of time and space,the site staff of train operation department are precisely positioned and classified,and the disordered and lack of associated risk data are ordered to make them more valuable,providing modeling support for personalized risk assessment and precise risk response,and assisting in the implementation of refined management of safety behavior risk events of train operation department.(2)A new modeling method for safety behavior risk assessment of train operation department is proposed.This modele takes a single grid of train operation department as the research object,constructing a risk assessment model of employee safety behavior.The model can fully consider the dynamic coupling variation characteristics of hazard factors of each safety behavior risk event in a single grid under different spatial and temporal frameworks.Moreover,the hazard factor assignment model is used to solve the hazard factor size and take it as the input of risk parameters calculation.The three dimensional risk assessment matrix model is used to calculate the magnitude of risk events,which solves the shortcoming of insufficient accuracy of quantitative analysis in the previous risk assessment process,and realizes the personalized risk assessment of train operation department grid risk events.(3)A new safety behavior risk grid response model is proposed.Based on the characteristics of time,space and dynamic information flow of grid-based management,and the disaster factor of the model as a bridge,the traditional virtual boundary determination of system simulation is transformed into accurate grid determination,and the simulation effect of grid element risk events is further improved by improving the grid element risk event response strategy and personalized system dynamics simulation.At the same time,through the use of information technology to establish a hazard response strategy database,the realization of hazard response strategy quickly extracted,shorten the response time,and with the help of communication and consultation,monitoring and review activities,the risk response effect can get timely feedback,which promotes the continuous and dynamic improvement of the closed-loop control of the safety behavior of employees in the train operation department.
