The Establishment Of Power Grid Construction Project Risk Management System

The security and stability is the foundation of enterprise survival and development. How to secure, consolidate and strengthen the security is the key of the enterprise. The safety production management is equivalent to the risk management. The risk management process includes the assessment, identification, measurement and control of all kinds of risks. So the building of the enterprise safety risk management system is essential tc enforce the enterprise safety management. With the control of the environment, human and operation risk, the overall safety production level of the enterprise can be effectively improved.This paper collects risk sources from the power grid construction and establishes the operation risk library. Then the Delphi evaluation method with confidence is adopted to determine the risk assessing rules and the corresponding evaluation criteria are made. Combing the evaluation of the construction projects and the evaluation of the personal safety load, the LEC evaluation method is used to fully evaluate the operation risk. According to the result of evaluation and the operation risk library, the operation risk control cards are generated to guide the field construction operation and reduce the operating risk.In this paper, the risk evaluation is integrated into the production procedure and the mechanism of the power grid operation evaluation is established. When the annual plan has been made, the risk preliminary evaluation, the risk re-evaluation, the risk assessment, the risk control and the risk after-evaluating are adopted to control the whole production process, including the month plan arrangement and balance, the week plan balance, the project implement and conclusion. The risk assessment and supervise organization are established. The main function design and technical requirements of the operation risk assessment system are also proposed.
