The Study On Decision-making Of Farmer Households In Collective Forest Property Rights Supporting Reform

To further consolidate and develop the results of the reform of collective forest right system, such as gradually building to protect forest resources, accelerating the development of forestry, and promoting the mechanism of farmers income in the long-term. At June 8,2008, the Central Committee and the State Council has passed the policy of comprehensively promote the Reform of Collective Forest Property Rights System(CRPRS),which should increase policy supporting, and comprehensively promote CRPRS.The study is based on Jiangxi CRPRS Supporting Reform and take the decision-making of forest households,it analysized four decision-making behavior (willing) of forest household:the forest property rights of farmers exchanging behaviour, farmers involved in behaviour (intention) to forest insurance, behaviour of forest property right mortgage loan of farmers, the farmers involved in forestry cooperative behavior (intention). It summed up the change of behaviories changing of farmers who face the new institutional arrangements and policies stimulation.By analyzing the present situation of farmer households' behaviories, it builds model of behavior analysis,and explored the influencing factors of farmer households' behaviories. Finally, it puts forward of policy recommendations.This study used a research method which combine standardized study and empirical study.It uses Standardized study to analysize the present situation of collective forest property rights reform and its supporting reform, the historical evolution in policy of forest property rights system reform and other aspects. In the empirical study, it uses household behavior theory, game theory, risk management theory, the describing statistical methods, Binary Logistic Regression Model BLRM and the improved Faustmann Model IFM quantitative analysis so on.Among them, the BLRM is used for the analysing the factors of household decision-making behavior. thelFM is used to derive the theory formula of rural households' exchanging behavior; risk management theory is used to derive the willing to rural households involved in forest insurance calculation formula; Game theory is used to derive the behavior of forest right mortgage Loan and willing to involve in theoretical model of forestry cooperation organization; and these models and formulas are based on the behavior of the marginal revenue maximization theory of rural households.Through field surveying and secondary data collection, we access to data needed for the analysis.On the farmer household's forest property rights transfer behavior, the householder's personal characteristics, cultivated land area, and forest land area do not have significant impact on transfer behavior. Meanwhile, other variables do. They include family's main income source, forestry business risks and the rate of forestry revenue in total income at the 10% significance level;forestry income growth level at the 5% significance level; the number of labour, forest land contract period, the operation mode before forest property rights reform and changes and forestry at 1% significance level.In the farmer household's willing to participate in forest insurance,the householder's cultural level, the number of family labor, forest land area, the local extent of deforestation and afforestation and farmer's forest positiveness do not have significant impact on farmer household's willing.Meanwhile, other variables do.They include householder's age,family's main income source, how much know about the forest insurance,extent of economic losses caused by disasters and,forestry business risks and the rate of forestry revenue in total income at the 10% significance level; whether households have experienced forest disasters or not and what attitude hold toward the demanding of forest insurance at the 5% significance level;what attitude hold toward forest insurance premiums,How much insurance can compensate, what willingness to participate in such insurance programs with state-subsidies at 1% significance level.On the mortgage loan behavior of forest property rights:the householder's age, the number of family, the mode of forest land operation(transfer others and other operating mode), mortgage loan procedures for trouble degree, mortgage loan number do not have significant impact on farmer household's behavior.Meanwhile, other variables do. They include forest accessibility, the mode of forest land operation(self-operation and co-operation),whether in forestry cooperative organizations,the main source of forest land investment(the main loan source from self-funds) at the 10% significance level; householder cultural level, area of farmers, whether forest boundary is clear or not, the main source of forest land to invest;The main source of forest land investment(the main loan source from bank funds and other financing funds) at the 5% significance level;forest land area, some Relatives and friends work in the government, the level of loan rate at 1% significance level.In the farmer household's willing to participate in forestry cooperation organizations,householder's sex,householder's cultural level and household income based on forestry income do not have significant impact on farmer household's willing to participate in forestry cooperation organizations.Meanwhile, other variables do. They include householder's age, the number of labour the operation mode after forest property rights reform, the main source of forest land investment(the main loan source from self-funds),ease level of care for woodland,the rate of forestry revenue in total income at the 10% significance level;forest land area,whether having forest warrants or not,the perfection of supporting policics,household income based on agricultural income-based, policy stability,whether having forestry cooperation organizations or not, forest funds invested throughout the year at the 5% significance level; whether to have professional management and protection, whether the government has set up relevant technical services or not in a significant 10% level;The conclusions are as follows:First, through field research in all regions of Jiangxi province,it found that the incidence of the decision-making behavior (willing) of farmers in Jiangxi province is low; Second, in farmers decision making process, there is different in individual characteristics of farmers of the factors to decision-making behavior; Third, the resource endowments of farmers are different,which has the different effects on the decision making behavior of rural households; Fourth, there is an important relationship between the occurring of rural household decision-making and their input factors; Fifth, the core of rural households' decision-making behavior is decided by core factors in the problem by the decision; Sixth, policy factors is significant to affect decision-making behaviors of rural households; Seventh, the stability of forest property rights have significant impact to the behavior of rural households' forest property rights transfering but not to the other three behaviors.This study put forward of policy recommendations as follows:First, to actively improve service system of the supporting reform and provide the security of system for forest management of farmers; Second, Strengthen the knowledge training of the rural population and enhance the ability of the rural population to receive new things;Third, to actively cultivate trading market system of forest system, excite element capitals of forestry resources; Fourth, to intensify investment of policy insurance and increase insurance rate of farmers in forest insurance;Fifth, to increase interest rate subsidies of the forest right mortgage and expand loan benefited range of the small mortgage; Sixth,to raise the level of forestry social service and improve system of laws and regulations of the forestry cooperation organizations;Seventh, to speed up the construction of forest assets evaluation agencies and the training of assess personnel, assessment of behavior standardized;Eighth, to improve interests distribution mechanism of collective forest property rights supporting reform.Ninth, Increase preferential policies efforts to implement and build a coordination mechanism between departments.
