Research On Deepening Rural Collective Forest Right System Reform

The collective forest right system reform is a nationwide reform policy in China,has experienced several times after the founding of change,each time the collective forest right system reform for the forest is a new challenge and an opportunity to develop,about their various interests,therefore the collective forest right system reform of forest very seriously.Fully implementing collective forest right system reform since 2007,so far,60 working key forestry tenure reform in Guangdong province were perfect,refined,equaling the registration of collective forest land area of 11.258 million mu,is to issue a grassland-use 156000,subject to reform has been basically completed.The main task of the main reform is to clarify the property right,to confirm the right to the household,and to carry out the business principal position of foresters.Although the subject reform is basically completed,the property rights are still unclear,and the business entity is still not fully implemented.Therefore,deepening the reform of the collective forest right system,namely,supporting reform,is of great responsibility.In February 2015,the state forestry administration officially listed Jiaoling County as one of the pilot demonstration zones for comprehensive forestry reform in China.In the past three years,the forestry industry in Jiaoling County has been piloted.Manila ridge currently focuses on exploration of collective forest rights "separation of powers",exploring and perfecting the forestry forest right factor market,and explore the mechanism and system of built forest right circulation,and actively developing peasant collective asset stock equity cooperation,give the four aspects,such as the power of reform.Based on Jiaoling County as the research object of forest right reform,through theproperty rights and forest right theory and the reform practice of Manila ridge,first of all,access to collective forest right system reform and the research status of forestry tenure reform in the field at home and abroad,aware of the evolution of collective forest right system reform,the historical reason,existing problems and countermeasures,and the necessity of deepening reform.Second,in the related fields of master dynamic,on the basis of the latest ideas compiled the research framework,adopt the method of literature collection,the investigation evidence collection,through the examples and data,analyze the Jiaoling County,the general characteristics of the collective forest right system reform and the preliminary results,analysis of the existing main problems and reasons.Finally,the author gives some constructive Suggestions to further deepen the reform of collective forest right system.Studies have shown that Jiaoling County,in the process of collective forest right system reform initial implementation of the forest property right ownership,neat the forest right file,set up the forestry property rights trading center,regulate the circulation of property rights,in the use of local resources is also quite effective,to some extent,stability in the social order,undergrowth developed economy.However,there are still some problems,mainly for: the forest right circulation system is still not perfect,the county rural property rights transaction center in 2013 was not perfect,and the service propaganda was not in place.Forest right financing method is less,lack corresponding forestry insurance safeguard,in the mortgage aspect of forest authority card is still not complete.For this,put forward the constructive suggestion,deepen the reform are: vigorously support the new forestry operators,standardize the forest right kind of real estate registration and certification of the right to work,so as to promote the separation of collective forest land;By strengthening the forest resource asset appraisal work,in-depth study of rural property right transaction center,explore establishing forest right for purchasing and guarantee,perfect forestry socialized service,so as to improve the forestry factor market;Standardize registration and improve the circulation mechanism,explore the establishment of joint stock cooperation system economy,play the forest right financing function.
