| The new round of collective forest right system reform has completed the main reform task and is in the stage of deepening the supporting reform.The government pays full attention to the construction and development of the rural collective property rights transfer market.The state council and its subordinate departments have issued multiple policies and regulations which clearly proposed that we should guide the healthy development of rural property rights transfer market,accelerate the construction of forest circulation system,establish and improve the property rights trading platform.At the same time,we should encourage farmers and other forestry operators to trade forest rights on the open market circulation,such as trading platform and public resources trading platform.With the strong support of national policies,each province has established a large number of forest tenure trading center over the last 10 years.According to statistics,by the end of 2014,the number of the national forest right trade services institution which was at or above the county level(including the comprehensive service center set up trading institutions)has reached more than 1600.Forest tenure trading center provided an important trading platform which in order to promote the flow of the forest resources property right restructuring,revitalize the forest resources.After the collective forest right system reform,individual farmers become the main body of the main forest management and forest right trade market run micro foundation of the farmer’s market participation.However,the participation of farmers in the market of forest rights has not attracted enough attention from the academic circle,and relevant theories and empirical researches were relatively scarce.Based on the above realistic background and research progress,this study focused on the behavioral decision-making mechanism of farmers’ choice of forest tenure trading center in forest right trading market.This study was according to "theory(theoretical analysis framework)-empirical research(micro data test)-policy research,put forward policy recommendations)",in order to satisfy the demands of farmers forest right trade services as a starting point and improve the forest right trade center operating mechanism for foothold in this study.In the aspect of theoretical research,this paper constructed a relatively complete framework for analyzing the behavior mechanism of peasant households in terms of "behavioral motivation--psychological decision-making--behavioral choice--behavioral outcome".In the aspect of empirical research,this paper adopted the field survey data of three typical provinces(fujian,zhejiang and jiangxi)in the southern collective forest region.On the basis of describing statistical analysis,this paper used structural equation model,Logistic model and ISM structure model to carry out empirical research on the process of household behavior formation.In the aspect of policy research,this paper based on the research conclusion put forward the policy suggestions to improve the construction of forest tenure trading center.The main conclusions of this paper can summarize as follows:(1)The forest right trading center was in the stage of rapid development,but its functional orientation was inconsistent,the participation rate of farmers was low,and the transaction volume was shrinking.The name of the forest tenure trading center is different in various districts,such as "Forestry factor market","forest right management service center","rural property rights market" and so on.Since the establishment of the trading center,the trading volume of forest rights has been changing dynamically,the overall transaction volume has shrunk,the trading market is not active,and the participation rate of farmers is low.(2)Through the statistical analysis of the current situation of farmers at present,we found that there were large difference between regional forest property circulation characteristics,the farmer’s perception of forest right trade center degree was generally low,farmers didn’t have a high level of understanding of the whole of forest rights trading center.The number of farmers with knowledge of the forest rights trading center didn’t pass half of the total sample.And The farmers who entered the trade center usually had large scale of woodland.Although small-scale forest farmers seldom entered the center transaction,there was a great demand for the administrative function and intermediary function of the center in the process of forest right transfer transaction.(3)The psychological cognitive factors of the behavior attitude,subjective norm and perceptual behavior control of peasant households played an important role in their psychological decision-making.The effect was not among the independent farmers willingness to choice,but there was a big interaction,among them,the farmers behavioral attitude,subjective norm,perceived behavior control to choose the forest right trade center would have significant positive effects,but intend to in the process of translate into behavior have been hampered not fully into behavior.(4)The occurrence ratio of farmers choosing to trade the forest right in the trade center was low and the factors which influenced the behavior was complex.Internal and external factors were independent and interrelated,forming a complex and internal logical relationship influencing factor system.Among the factors,participation attitude of farmers and the activity level of forest right trading market were directly influencing factors.Farmers’ understanding of the nature of forest right trade center,trading risk prevention awareness,transaction costs,cognitive degree of difficulty,the accessibility of the forest right trading market information and policy support degree were intermediary indirect influence factors.Farmers’ age,education degree,forestry income ratio and circulation area are the root causes.(5)There was a big gap between the willingness and behavior of farmers to carry out forest rights trading activities through forest rights trading center.The fact that farmers’ self-reported preference and realistic choice behavior of forest rights trading center was different.The main reasons were institutional policy and transaction center service mechanism.In the aspect of transaction center,the simplicity of transaction procedures and transaction costs were the main reasons why farmers’ self-reported preference and realistic choice of forest rights trading center were contradictory.In terms of policy and system,the higher the level of government support and the better the forest right mortgage system,the more the farmers’ self-statement preference and the realistic choice of the forest rights trading center would not go against it.In addition,in terms of household characteristics and forestry,the number of forestry labor,family income levels,forestry income proportion,forest land scale of operation,the circulation characteristics also influenced the peasant household’s self-reported preference and the practical choice behavior.Compared with existing research achievement,the possible features or innovations of this study were reflected in the following three aspects.(1)From the perspective of behavioral science,this paper proposed an analysis paradigm of the behavior of a farmer’s choice of forest rights trading center.Based on the logical chain of "behavioral motivationpsychological decision-making--behavioral choice--behavioral result",we constructed a relatively complete framework for analyzing the behavior mechanism of peasant households.This paper makes an innovative,comprehensive,systematic and in-depth analysis of the formation process of peasant household behavior,and enriches the research on the behavior theory of peasant households.(2)Based on the theory of planned behavior,we built farmers choose psychological decision-making model of the forest right trade center and used the Logistic model and the ISM model(interpretive structural model)to identify key factors affecting farmers choice behavior.Than analyzed the logical hierarchy and interaction between factors.Furthermore,Probit model was used to investigate the root causes and internal mechanism of the deviation between the self-reported preference and the real choice behavior of peasant households.(3)On the basis of qualitative research in combination with the quantitative method,this paper dissect the deviation between the self-reported preference and the behavior choice of the peasant household,opening the "black box" in the farmer’s decision-making process.Then,using the general paradigm of the relationship between preferences and behavior in psychological research,trying to connect the explicit attitude with the farmers’ actual choice behavior,integrating into the external system and policy factors to study the basic law of attitude and behavior.Furthermore,we empirically tested the root causes and internal mechanism of the deviation between self-reported preference and realistic selection of peasant households,and put forward policy suggestions. |
