In the early period of anti-Japanese War, the Communist Party of China and the KMT realized the second cooperation. Therefore The Anti-Japanese National United Front has been established and the Communist Party had acquired the legal status throughout China. Against this background, the local organization(s) of the Communist Party of China began to develop rapidly. The organizational structure had been expanded and the areas of activity been broadened. So, the CPC Central Committee established more representative offices around the county. These organs guided the work of the Party of in their own domains on the behalf of Central Committee as the supreme leading organs.The CPC Shandong Branch in anti-Japanese War period (Shandong branch for short) was established in December 1938. The predecessors of it are the CPC Shandong Provincial Committee which been established in May 1936 and the Su-Lu-Yu-Wan border Provincial Committee which been established in May 1938. The establishment of provincial Party Organizations promoted the rapid development of local Party Organizations and grass-roots organizations. This provided a good organizational basis for the establishment of Shandong branch. After founding, Shandong Branch guided all the work of the party in Shandong on the behalf of Central Committee by upholding the resolutions, policies and directives of the CPC Central Committee. It made a great effort on actively developing positive interactions between other parties in Shandong and exercised leadership in all regions by setting up corresponding Party Committees. Within the development of anti-Japanese War, the construction of local party organizations and grassroots party organizations had been further improved led by Shandong branch under the guidance and with the help of the CPC Central Committee. Thorough this, the Shandong branch gradually achieved the leadership of integration between the Party, government, army and people, Until then, CPC actually exercised the centralized leadership in Shandong Province. In September 1945, the Shandong Branch was renamed to East China Bureau of the CPC Central Committee. By then, it had completed its historic mission of the overall leadership of Shandong anti-Japanese War and made a major contribution to the victory of the war.By the research methods of literature analysis and combination of theory with history, the paper studies creation process, the role and leadership of the Shandong branch bases on Historical Records of Shandong Revolution as first-hand information. The paper includes the following sections. First, this paper surveys the construction of the CPC in Shandong area, and explains the organizational basis, process and adjustment of working bodies. Second, by clarifying the status of Shandong Branch in the organizational structure of the CPC-accepted both leadership of CPC Central Committee and Northern Bureau, comes to the conclusion of Shandong Branch had formed an organizational system of the CPC in Shandong by establishing eleven regional party committee. Third, the paper researches the overall leadership of the Shandong Branch in Shandong Anti-Japanese War, including political leadership, the anti-Japanese democratic regime-building, the construction of culture and relations with the masses. Finally, by directing towards the research status of the Shandong branch over the academic, this paper analyzes and studies the style of leadership of Shandong Branch during the War.
