The Study On The Anti-Smuggling During The Period Of Anti-Japanese War(1936-1945)

After the North China Incident, based in North China, Japan smuggled a great number of dumping goods to the region under the rule of the National Government. And it has caused huge losses to the National Government. In order to combat the increasingly rampant smuggling goods, the national government was committed to the stable base construction the stable base in full against Japanese aggression. The National Government continuously strengthened the sniffer of Japanese goods smuggling Sichuan area since 1936 September. After the outbreak of Anti-Japanese War, Japan also launched an all-out war with China economy. It has brought a huge loss to the National Government and a serious threat to the construction plan of the National Government. Therefore, the National Government developed a corresponding economic operational plan: on the one hand, to improve the economic operational laws to guide economic operation; on the other hand, the national government set up all kinds of anti-smuggling institutions to suppress Japanese goods smuggling activities. Before the war, in order to suppress Japanese goods in Sichuan, Sichuan Provincial Government established the Committee to eliminate enemy goods and prevent smuggling; in the wartime, Sichuan Provincial Government established the anti-smuggling Department of Sichuan, and continued to strengthen the Japanese Smuggling Investigation Work. Sichuan Provincial Government made considerable revenue results. During the anti smuggling work in Sichuan, the fight against Japanese goods smuggling played a huge role on suppressing Japanese goods smuggling and building stable rears. This paper examines the differences of anti-smuggling works, institutional settings, effects and the existing problems in pre-war and postwar. The purpose is to reveal the active role played by Sichuan anti-smuggling works in the total victory. As for the reason to choose 1936 as the research starting point is that the national government has begun to prepare for war in 1936 though the Anti-Japanese war broke out in the the July 7 Incident of 1937.
