Public Health In Shanghai Concession From The Perspective Of Bioethics

Modern Shanghai is composed of three parts,international settlement,French concession and Chinese community,implements "three governance for a city" in municipal management,"Modernity" is still the important topic in the study of shanghai urban history,but modern shanghai and even China’s "modernity" cannot be completely forged by western colonist.This dissertation under the vision of bioethics mainly does a research on shanghai concession public health construction,on the basis of the Shanghai Municipal Council Public Health Department English file(file number U1-16)of shanghai municipal archives,means to explain the connotation and essence of " health modernity" in this concession social space by the Shanghai Municipal Council and its public health administrative institution-Public Health Department’s construction and thinking in hospital medical health,industrial hygiene,refuge-hosting health,health knowledge publicity,which presents a unique route of concession modernity research.The first chapter expounds the ethical issue between foreign public health and Chinese public health from the view of the bioethics " life and politics",through inspect the ethical practice of Public Health Department’s method to solve Chinese public health,it makes the Public Health Department a pioneer in the development of Shanghai public health.The second chapter mainly discusses the concession of the hospital medical and health,and shows practices of the SMC for treatment and nursing community residents’ life and health.The third chapter for industrial hygiene of concession factory,through rethinking the concession factory inspection and negotiating,shows the SMC is trying its best to help and save the lives of the workers.The fourth chapter is about the health in refugee shelters,and shows the SMC do its best to keep order and against the disease when facing of the refugee problem.The content of the fifth chapter is about the spread of the health knowledges,and shows the SMC building the urban health culture.Through the horizon of life bioethics,highlighting the Shanghai Municipal Council Public Health Department’s focus,care,respect,treasure,treating well to life,revealing its opinion for life right,life value and life quality,so as to build the bioethics system of "reverence for life".In the process of the Shanghai Municipal Council Public Health Department constructing concession hospital medical hygiene system,industrial hygiene system,refugees life emergency assistance system and multimedia life enlightenment system,modernity,colonization and nationalism mutually intertwine,come into play,present a tortuous and magnificent history picture.
