Research On Cultural Poverty Alleviation From The Perspective Of Public Policy

Poverty is a topic always associated with human development.In order to get rid of poverty,people devote themselves to discussing poverty from various aspects such as economy,society,and culture.Since the reform and opening-up,China cultural poverty alleviation practice has experienced the budding-start-exploration-promotiondeepening development process.The implementation of a series of cultural construction projects and poverty alleviation projects,and the increasingly extensive participation of governments at all levels,social entities and market forces in cultural poverty alleviation,have promoted the rapid decline of the extremely poor population.However,in the specific field of rural China,cultural elements,geographical environment,natural resources,population structure,economic foundation and social composition,etc.lead to the structural poverty with multiple factors coexisting and interweaving.Cultural poverty alleviation needs to solve the problems of regional poverty and individual poverty,the coexistence of material poverty and cultural poverty,and the prominence of intergenerational transmission of poverty,etc.Cultural poverty alleviation in impoverished areas faces many challenges,and it has become a research hotspot that how to eliminate poverty through cultural poverty alleviation methods.Based on this,this paper attempts to explain the academic interpretation of poverty and cultural poverty alleviation,and on the basis of combing the related theories of cultural poverty alleviation,conduct Chinese and foreign inspections on cultural poverty alleviation practices,explore the specific fields where cultural poverty alleviation is applicable,draw on the empirical survey of cultural poverty alleviation in typical impoverished areas,explore the structural issues of cultural poverty alleviation in impoverished areas,and explore further optimization and improvement of existing cultural poverty alleviation policy paths,and provide useful attempts and practical references for cultural poverty alleviation that enters to the new era.At the theoretical level,this paper focuses on the academic interpretation,theoretical basis and policy application field research of cultural poverty alleviation.In terms of the academic interpretation of cultural poverty alleviation,contrasting with the economic meaning of poverty,and on the basis of combing the meanings of absolute poverty-relative poverty,income(consumption)poverty-ability poverty and impoverished areas,make a cultural explanation of the concept of poverty.Focus on the analysis of the concepts of "poverty culture" and "cultural poverty",and demonstrate the core propositions such as "cultural poverty is the root of economic poverty".In terms of combing the basic theories of cultural poverty alleviation,try to explain cultural poverty alleviation from the perspective of public policy and clarify that cultural poverty alleviation has clear political and public,the characteristics of institutional change,the characteristics of typical space application,etc.summarize the three types of policy definitions of cultural poverty alleviation of intellectual alleviation theory,support courage theory and cultural precision poverty alleviation theory,and expound the policy functions of cultural poverty alleviation which can cure stupidity,eliminate poverty culture and coordinate economic poverty alleviation and other policy functions.With the help of Marxist anti-poverty theory,Xi Jinping's thoughts on precise poverty alleviation,and extraterritorial anti-poverty theory,it focuses on analyzing the rise,integration,entry and development of poverty culture theory in China,establish an analytical framework for the study of cultural poverty alleviation.In terms of the application of cultural poverty alleviation policies,summarize the types of impoverished areas,describe a poverty culture picture of a poor and conservative outlook on life,materialized utilitarian on value,leisure meaningless on time view and irrational "face" on consumption view that generally exhibited in impoverished areas,and the cultural characteristics of structuralization of subcultures,heredity of poverty culture and systemization of poverty elements.Clarified the impregnation mechanism of poverty culture "from individual to group" and "from group to individual".At the practical level,this paper through examining the orientation and enlightenment of foreign cultural poverty alleviation,summarize the development stage of cultural education and mobilization—assisted economic poverty alleviation—starting exploration of cultural poverty alleviation—multiple integration of cultural poverty alleviation,which experienced by China cultural poverty alleviation since the founding of the People's Republic of China.Clarify the change process in the promotion strategy of China cultural poverty alleviation.Focusing on impoverished areas as a specific research field of cultural poverty alleviation policies,analyze the cultural dilemmas that exist in impoverished areas and the main problems faced by current cultural poverty alleviation,for example,i.The space docking problem between urbanization trend and rural cultural reconstruction;ii.The synergy problem between format cultural supply and cultural differentiation demand;iii.The matching problem between cultural input pressure and internal cultural poverty alleviation motivation.Taking Huanggang City,Hubei Province as a sample,this paper makes an empirical study of cultural poverty alleviation in poor areas of China from the perspective of public policy.Summarize the cultural dilemmas that Huanggang faces in terms of cultural production capacity,supply capacity,guarantee capacity and development momentum,explore two types of cultural poverty alleviation paths as follow,cultural poverty alleviation to promote the construction of a public cultural service system,and Yan'er valley model to promote the integration of cultural and tourism development.Summarize the characteristics and enlightenment of the Huanggang cultural poverty alleviation sample,and extract the policy value enlightenment that can be duplicated.Finally,summarize the whole paper,the following basic judgments can be made about the unfinished mission of the cultural poverty alleviation policy,i.Cultural factors are an important source of long-term poverty;ii.Cultural poverty alleviation is an important focus of poverty alleviation policies in the relative poverty period;iii.Poor areas are the main of cultural poverty alleviation is to further evolve toward modern governance.Specifically,the content trend is the coordinated development of cultural poverty alleviation and the cultural industry.The optimization of cultural poverty alleviation policies in the new era must further promote the modernization of the cultural governance system,and form an overall strategy of cultural poverty alleviation,economic poverty alleviation,and rural revitalization at the same frequency.
