As China's poverty reduction work has entered a critical stage,helping nearly 10 million people living in poor areas with poor ecological environment and no development conditions to lift themselves out of poverty has become the focus of the current poverty alleviation work,and the relocation policy of poverty alleviation from inhospitable areas has become an important measure in poverty alleviation.As a government-led poverty alleviation model with Chinese characteristics,relocation from inhospitable areas has multiple purposes of eliminating poverty,developing economy and protecting the environment.However,in the process of policy implementation,on the one hand,local governments have "urban preference",that is,they adopt the method of urbanization centralized resettlement to move these poor households into cities and towns.Nujiang prefecture in Yunnan province adopts the method of urbanization centralized resettlement to move nearly 100,000 registered poor households to cities and towns for centralized resettlement.On the other hand,the relocation of poverty alleviation in inhospitable areas is often the priority of economic logic,ignoring the cultural support for the relocated people.Taking Y relocation community in L county,Nujiang prefecture,yunnan province as an example,this paper takes the registered and registered poor population in this resettlement community as the research object,and analyzes the cultural phenomenon of Y resettlement community through field observation and text analysis.Through the survey found that it is because the change of the relocation policy for poverty alleviation,the deterioration of ecological environment of living in poor move from rural to urban,from old barrack moved to the new detached wing,at the same time,the convenience of the city and urban residents sharing,but these move poor after entering the city,has not yet have the consciousness of urban residents.Firstly,in the community management,the community standard is regarded as the limitation.Secondly,in the community life,the property system consciousness is weak,do not know the boundary line of public and private,still appear even theft,drink,fight and so on illegal behavior,bring great trouble to the management of the community and local public security.Finally,in the relocation of the masses,the "wait,rely on,want" thinking is serious,negative faith,adhere to the traditional thinking,this backward thinking becomes a serious obstacle to the removal of the masses out of poverty.The current situation of community Y is referred to as the phenomenon of "cultural lag" in Ogburn's discourse on cultural change.Based on this theory,this study focuses on the analysis of why the relocated people in Y resettlement community did not change their concepts and spiritual aspects after they moved to the city and lived a modern life.During analysis considering the involved groups not homogenization of the move,so will be typed,according to weber about social action,change of poverty alleviation and relocation as a social action,be relocated people have different subjective meaning,so according to the moving relocation motivation,type can be divided into objective and reasonable,reasonable value,emotion and the traditional four types.On this basis,the causes of cultural lag are discussed,and it is found that different types of relocation groups all emphasize the identity of "registered and registered poor households",but the contents are different.Among them,there is institutional resistance to change in the relocation of people with reasonable purposes,which leads to accumulation of cultural lag.
