Research On The Reform Of Economic Functions Of The Lao Central Government

Since the implementation of "reform and opening" policy in Laos, although Lao have achieved great development in economic construction, but still exist many problems, these problems are largely due to the lag of reform of central government economic function of Lao. In recent years, with the rapid economic growth of Lao and the acceleration of reform process of socialist market economic system of Lao, Lao traditional government economic function has been increasingly unable to meet the new requirements of the development of the socialist market economy. Therefore the study of central government economic function of Lao not only become a reality demand of accelerating the economic development of Lao, but also can bring important reference meaning and reference value to many developing countries.This paper under the background of transforming government economic function in the world, combined with study result of domestic and foreign scholarship, drew lessons from government economic function modes of the major developed countries and China。Then this paper analyzed the performance of government economic function of Lao, analyzed the correlation between Lao government economic function and economic development, further analyzed and existing problems of Lao government economic function and possible reasons, studied the path of Lao government economic function reform. These are helpful to resolve the existing problems of Lao government economic function reform.This paper summarized the principle and concept of Lao government economic function reform, summed up the path of Lao government economic function reform, the path of Lao government economic function reform including:planning economic development, perfecting macro control; straightening out the government duties, reshaping the enterprise system; optimizing industrial structure, promoting technical transformation; perfect the laws and regulations system, standardizing the market main body activity; cultivating intermediary organization, improving the utilization efficiency of resources; standardizing the rules and regulations management, improving the work efficiency of government departments etc. Based on this, this paper sums up some conclusions, shortcomings and further research prospect etc.
