Under The Background Of Most Of The Reform Central Government Function Transition

Large ministry reform was born for the rapid development of the marketeconomy and the demands of public service. In order to optimize the administrativeprocesses and improve administrative efficiency, it is merging by governmentdepartments, clarifying government responsibilities. On the third Plenary Session ofthe Eighteenth Central Committee of the Party, our party has made a full deploymentto the large ministry reform, stressing the transformation of the government functionas the key node, performing fully and properly government functions, and optimizingthe central government institutions.Currently, China has entered a crucial area of the reform, which has not beeneffectively solved that is called the “hard bone” of the reform. In this paper, we putthe large ministry reform as background to explore, analysis central governmentfunction’s the status, difficulties, reasons, and so on, in turn, targeted to explore asolution to achieve the target of the central government function transformation, alsotry to explore a transformation solution to realize the general objective of theadministrative system of socialism with Chinese Characteristics by2020.
