Research On The Dilemma Of The Transformation Of Economic Management Function Of Contemporary Chinese Central Government

At present, China is in a crucial period of transition of economic system anddeepening reform in administrative system, and discussion on the transformation ofthe economic management function of the government plays an important andunavoidable role, which relates to the propulsion of the administrative system reform,Scientific Outlook on Development, and the construction of governmenttransformation and harmonious society as well. But in the transformation ofgovernment economic management function in the1980s, after thirty years ofdevelopment, yet the goal has not been achieved. Facing the problem of notforthcoming in function transformation and "offside, dislocation, vacancy" etc., thatseriously restricted the further development of Chinese economy. Although academiccommunity has obtained some achievements on the series research on thetransformation plight in economic management functions of the central government.The purpose of this study is that, considering the background of changing economicmanagement function of the central government and the political and economicreform, the thesis aims to analyze the current situation of the transformation of theeconomic management function of the central government combining theory,practice and policy, thus putting forward the root of the unattained goal is therestrict by central government’s high centralization of state power and a vestedinterest and trying to give countermeasures.The main content of the paper contains the following five aspects: the first one isthe literature review in the background of political economic system reform: Firstly,through the description and definition concerning the economic managementfunctions of the Chinese central government by both domestic and foreign scholars,we can figure out that currently, foreign scholars emphasize panorama description onthe Chinese economic system reform, while domestic scholars pay great attention tothe defining research towards the government’s economic management functions,the paper argues that we should combine such two perspectives. Next is theirrelative literature research about the economic management functional transformation of the central government, focusing on the academia research on thecurrent existing problems of the government economic management functionaltransformation, the thesis concludes that the central government dominant patternof economic development helps to make the transition to market-oriented economy,nevertheless, also putting great difficulties on the current central government’seconomic management functional transformationThe second is the theoretical analysis concerning the economic managementfunction of the central government under the market economy condition. First of allthrough the illustrating of the theoretical analysis foundation of the government’seconomic management functions, namely the necessity and main contents ofeconomic management functions of the central government, to help understand theresearch proposition more deeply, then through the analysis of “the cageling” and“crutch” theory, the thesis puts forward four dimensions in the purpose ofconstructing theoretical analysis framework from the philosophy, center of gravity,relationship and the way related to functional transformation.The third is the practice analysis of the economic management functionaltransformation of the central government since the Chinese reform and opening up:the China’s transition process from socialist planned economy system to marketeconomy system is one that the central government keeps constantly exploring andgambling, also one that economic management function of the central governmentcontinues to debugging and changing. The paper believes that, with theadvancement of marketization, the economic management functions of the centralgovernment are supposed to be changed, but due to the strong binding inside thepolitical system, it’s quite hard to advance confined in government controlled areas,and the only solution is to seek a breakthrough outside the system, as a result,highlighting the central government’s highly centralized dilemma faced with itseconomic management functions from the side.The fourth is the policy analysis of the transformation of government function ofeconomic management: the part takes the government work report of the StateCouncil as the research subject, conducting analyses on the change of idea, shift of key points and the transformation of functioning way and relationship. That thecurrent sole reform consensus, making the economic management function of thecentral government change still march forward with great difficulty, only if conductedwith ever-strong determination, yet to break the vested interest restrictionsaccording to the report, can it be possible to make a breakthrough. The thesis alsoputs forward the reasons for the out of place transformation, which mainly lie in theimperfect system theory, the centralized management mode and the vested interestsconstrains.The fifth is the difficulties and countermeasures faced by the transformation of theeconomic management function of the central government: from the previous threelevels of analysis, the thesis summed up the confronted three major difficulties, andfurther proposed solutions to the problems from creating conditions, solvingproblems and constructing of evaluation systems.
