Study On The Ruling Credibility Of The Communist Party Of China

The ruling credibili ty of the Communist Party of China is a reflection of Chinese people's trusts and supports for the Party.Ruling credibility is the prerequisite of the ruling posi tion and the foundation of a positive and trustful public image of a leading Party which makes great efforts to maintain good political order.The researches and construction of how to strengthen the ruling credibility is an inevitable requirement of the scientific construction of the Party and also an important task that cannot be ignored in the history of the development of a leading party.Since the 20th century,the democratization of the political environment,the market-oriented economic environment,diverse cultural environment and the world risk society have become a prominent feature of this era.In this climate,ruling parties in different countries are confronting the challenges from their citizens toward the political credibility to varying degrees.Ruling credibility has become an global topic of the new era.In China,because of formalism,bureaucracy,hedonism and luxuries,some new problems have arisen in the party and mass relationship.The Party is facing a new challenge.To respond the issues domestically and internationally,on the basis of the theory analysis,this dissertation discusses about the theoretical origin and historical development of the Party and analyzes both the development trend and status and the problems and threats that the Part is having,with a purpose to provide advises and suggestions for the Party to improve the ruling credibility.The dissertation consists of five parts:The Introduction part tells the academic background and significance of the study,and reviews the relevant researches in China and overseas.The author also introduces the train of thought and study frame,the methods and main innovations.In Part One,the author talks about the theories of the ruling credibility by offering the definition and then analyzes the major influences and the essential functions.Part Two discusses about the theoretical origin.China Party's ruling credibility has been influenced by traditional Chinese thought of honesty and credit,Marx and Engels' s party credibility,as well as Lenin's party credibility thoughts.Part Three focuses on the development of the Party's ruling credibility history and the general sort.The development has experienced a preliminary exploration stage at the beginning of the founding of new China,a period of tortuous development,and a period of crisis during the Cultural Revolution.Since the beginning of the reform and opening in 1978,ruling credibility construction has been recovered,and consolidated and improved.It has got a new development since the 18th National Congress of the Communist Party of China.Part Four analyzes the problems and challenges from three dimensions:governing activities,public image and the relationship between the Party and the mass.The author concludes that the major new challenges come from issues related to government action,anti-corruption work and Party-masses relationshipPart Fifth proposes that to maintain and improve the ruling credibility,the Party must perfect its governing philosophy,regulate boundary and operating mode of public power and uphold the rule of law as a basic strategy;satisfy Chinese people's demands at both material and spiritual levels through governing performances;and closely link to the party and the masses.
